Project Context and Scope
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is committed to promoting humane and orderly migration for the benefit of all. This is achieved through the provision of services and advice to governments and migrants.
With millions of labour migrants moving across the region every year, IOM teams in Central Asia have substantial experience in working closely with migrants and governments to ensure safe migration โ especially for the most vulnerable through anti-trafficking, protection, resettlement, and migration health programmes. Building on this foundation, IOM developed โComprehensive Action Plan for Afghanistan and Neighbouring Countries for 2021-2024โ (CAP). Within the CAP, IOM aims to reach over 17M persons affected by the crisis (internally displaced persons, migrants, returnees, host communities, and other persons in vulnerable situations) and government counterparts. Additional support will be given to affected communities and host governments in the targeted neighbouring countries.ย
The consultancy will be carried out within the International Migration Capacity Building Program (IMCBP) funded by Immigration, Refugees and Citizenship department of Canada (IRCC) and implemented by IOM in Pakistan andย Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan.
Within the project IOM will support the Ministry of Interior of Republic of Kazakhstan in building the capacities of Districtย Police officers to interact with the local community in a positive way, based on a community policing approach. This proposed interventionย involvesย conducting training on Community engagement andย policing with an emphasis to migrantsโ rights and further aim of establishing the pool of trainers.

Tasks to be performed under this contract
- Develop a work plan consultatively with IOM project team;
- Develop education materials on avalable national protection mechanismsย (pre/post surveys, case/group exercises);
- Conducting of two trainings for representatives of migration service based on the materials developed
- Submit a final report on the results achieved during consultancy period.ย ย Performance indicators for the evaluation of results
The quality targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates, as follows: ย
- A work plan developed consultatively and finalized with IOM project team;ย ย
- Final analytical report on the results achieved during consultancy period.ย ย
The end products expected to be delivered by the Consultant will be, as follows:ย
- Education materials/training curriculum on Community engagement and policing (CEP toolkit);
- Training reports;
Education, Experience and/or skills required
- Postgraduate degree, preferably in Law, International Law, International Relations or other related fields from an accredited academic institution with at least five years of professional experience in Human Rights institutions; or related field
- University Degree,ย preferably in Law, International Law, International Relations or other related fields from an accredited academic institution with at least eight years of professional experience in Human Rights institutions or related field;
- Demonstrated experience in development of training/workshop materials.
- Demonstrated professional experience on migration-related topics Languages
- Kazakh and Russian IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel required
