Purpose of consultancyย ย 

โ€œNational Consultant for Risk Assessment on Sexual Misconductโ€ is recruited to conduct sexual misconduct risk assessment of WHO country office Myanmar to identify the needs, gaps, and risks and to develop the risk mitigation plan.

Backgroundย 

WHO is committed to ensuring a safe and healthy work and operational environment. Sexual misconduct has a devastating and enduring impact on the mental, physical and emotional welfare of victims/survivors, who may be WHO staff, collaborators and members of the public in locations where WHO and our implementing partners operate. Sexual misconduct is an abuse of the trust and confidence placed in WHO and it disregards the human rights, values, and principles for which WHO stands. WHO has zero tolerance towards sexual misconduct and inaction against sexual misconduct, and for any form of retaliation against those who report, or participate in an investigation of, allegations of sexual misconduct.

In WHO policy on โ€œPreventing and Addressing Sexual Misconduct (PASM) (2023)โ€, it is committed to take a risk-based approach to address sexual misconduct and to conduct regular and ad hoc risk assessments of sexual misconduct. In 2022, sexual misconduct risk has integrated in corporate risk register as a principal risk. Along with these, the three-year strategy (2023-2025), which is the organizationโ€™s framework for institutionalizing zero tolerance for all forms of sexual misconduct has been implemented. This strategy prioritizes ten action plans which include โ€œStrengthen systems to identify and manage sexual misconduct risk.โ€ WHO country offices, regional offices, and WHO headquarters programmes are required to complete the annual sexual misconduct risk assessment as part of this action plan. Therefore, WHO country office Myanmar will conduct sexual misconduct risk assessment in year 2024.
