Purpose of consultancy
The purpose of this consultancy is to provide technical support to ensure effective, efficient, and timely implementation of the WHO country office workplan in support of health systems reforms in Tunisia

Background ย
The WHO Tunisia Country Office is supporting the Ministry of Health and other stakeholders in reforming and strengthening the health system in Tunisia through a primary health care (PHC) approach, aimed at advancing universal health coverage (UHC). This support covers all health system building blocks, including governance, service delivery, health financing, workforce, medical products, and health information systems.
The national consultant will focus on three key areas:ย ย (1) strengthening the national health information system, specifically transitioning from ICD-10 to ICD-11 and developing a National Health Data Platform (NHDP) dashboard;
(2) supporting the implementation of a quality management system (QMS) for pharmaceuticals to improve the regulatory system for medicines and vaccines; and
(3) assisting with the Regional Family Medicine Diploma Program to strengthen the health workforce for PHC delivery.
This work is essential to building a robust and efficient health system in Tunisia, ensuring better service delivery, regulatory frameworks, and workforce capacity to achieve UHC. The consultant will be based in Tunis, working under the guidance of the Health System Advisor and WHO Representative.
Deliverables
- Progress report on activities to support ICD-11 transition and the NHDP using Power BI, supported by relevant documentation on ICD-11 (presentations from dissemination sessions, training session report, final report) and NHDP (assessment report, training materials, workshop reports, finalized dashboard, roadmap for implementation, final report).
Progress report on the implementation of the QMS, supported by relevant documentation (action plan, training materials, final report).
- Final report summarizing implementation of the program, supported by relevant documentation (list of participants in practical training, training materials).

Educationย ย
Essential: University degree in public health, economics, health policy, international development, or related field.
Desirable: Masterโs Degree in any of the fields mentioned above.

Experience ย
Essential: Minimum of 2 years of relevant experience in the field of health systems strengthening in Tunisia.
Desirable: Experience in WHO or other UN agency.

Skills
- Strong knowledge of health systems concepts and applications.
- Solid understanding of health information systems, family medicine, and PHC.
- Demonstrated skills in report writing, data analysis, literature reviews, and research.
- Good verbal and written communication skills.
- Strong interpersonal skills and ability to work in a team.
- Capacity to produce results in a changing environment and within multidisciplinary settings.
- Ability to work independently and proactively.
- Proficiency in MS Office software applications.
Languages
Essential: Expert knowledge of French, English, and Arabic
