Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The objective of this consultancy is to provide technical expertise in coordinating resilient and sustainable humanitarian efforts, specifically by integrating gender perspectives into the protracted refugee response, while aligning with international commitments. The national consultant will play a crucial role in developing and delivering a Training of Trainers (ToT) curriculum to key staff within UN Women and UNHCR, as well as additional local organizations, in the framework of the efforts undertaken by the Inter-Sector Working Group (ISWG) towards enhancing gender and protection mainstreaming in the work of the various sectors and in the projects implemented by humanitarian actors within the refugee response in Jordan. Further to the conducting, in 2024, of some training initiatives in English jointly by UNHCR and UN Women within the a.m. framework, this initiative aims to support the sustainability and scope of the program, particularly by providing gender mainstreaming training in Arabic to humanitarian partners both at the central level and in the field, and to Government representatives as found appropriate.ย 

Additionally, this constancy will lead to the continuation of the gender and protection trainings engaging both government representatives and partner organizations that were unable to participate in the pilot training conducted in Q2 and Q3 of 2024.ย 

To ensure continuity and sustainability, the consultant will actively involve national UN Women staff in these gender training sessions to enhance their skills and capabilities. This approach will enable the national staff to gradually take over training responsibilities. The consultant will report to Programme Specialist (Gender in Humanitarian Action and Nexus) who will also be supporting these initiatives and who will serve as the primary point of contact for contract and payment-related matters. The consultant will operate also in close coordination with the UNHCR Protection Mainstreaming Advisor, the Inter-Sector Working Groupโ€™s secretariat and members (especially the sectorsโ€™ co-chairs) as applicable.ย 

This consultancy will also enhance humanitarian coordination by providing targeted technical inputs related to gender analysis and Sex and Age Disaggregated Data (SADD), and sectoral strategies. Additionally, it may facilitate the rollout of key findings from these activities to ensure that insights are effectively integrated into ongoing initiatives, and provide support in humanitarian coordination activities as needed, including by attending technical meetings/consultations either at the sector level or at global level.

Consultantโ€™s Workplace and Official Travel

The Consultant should be based in Amman, Jordan, and eligible to work as a National Consultant. While most of the work will take place in Amman, travel to other locations, such as Zaatari and Azraq Camps, or other field location may be required. Travel arrangements to these locations will be coordinated through UN Women.

      • Develop a Training of Trainers (ToT) curriculum based on the received documents and stakeholder meetings with UN Women and UNHCR. The curriculum should include, but is not limited to, the following elements: learning objectives and outcomes; key topics and modules; training methodologies; training delivery; timeframes and schedules for each module; a monitoring and evaluation plan to assess the effectiveness of the ToT program; a sustainability plan to ensure the longevity of training efforts; and a budget outlining the costs associated with materials, facilitation, and any logistical needs. 31 December 2024 February 2025
        • Deliver the Training of Trainers (ToT) program to participants, ensuring comprehensive coverage of gender and protection mainstreaming concepts. The ToT delivery should include all elements as agreed and prepared in the submitted curriculum. The ToT should provide training materials, including participant manuals, facilitator guides, and translated Arabic materials, ensuring accessibility for all attendees. Follow-up support should be provided to participants to help them implement their own training sessions (in coordination with UN WOMEN and UNHCR), ensuring sustainability. A final report detailing the ToT delivery, outcomes, participant feedback, and recommendations for future trainings should be submitted, including success stories and lessons learned. 31 January 2025ย  February 2025
          • Conduct or continue gender and protection mainstreaming workshops under the Inter-Sector Working Group (ISWG) in partnership with the UNHCR Protection Advisor or designated focal point. These workshops should be delivered in Arabic, ensuring accessibility and engagement for all participants. ย The workshops will focus on integrating gender and protection principles across sectors, utilizing interactive methods such as group discussions, practical exercises, and case studies. Participants should be equipped with the tools and knowledge to apply gender and protection mainstreaming in their respective sectors. Where possible the training will be cofacilitated with participants from the ToT to foster further coaching and mentorship. A report summarizing the outcomes of the workshops, participant feedback, and recommendations for further capacity-building efforts should be submitted. 30 April 2025ย  July 2025
            • Conduct training sessions for government counterparts, including but not limited to the Ministry of Planning and International Cooperation (MOPIC) and Sector working groups line ministries. These sessions will focus on basic gender and protection mainstreaming principles, as well as the use of gender and protection markers within the context of the Jordan Response Plan (JRP) and JORISS, the online program tracking platform. The training will ensure that participants are equipped to integrate gender and protection considerations into their work under the JRP and review the markers to track and evaluate programs through JORISS. The training will be cofacilitated with participants from the ToT to foster further coaching and mentorship. The sessions should incorporate interactive elements, such as group discussions and practical exercises, and be conducted in Arabic to ensure accessibility. A final report detailing the training delivery, outcomes, participant feedback, and recommendations for future sessions will be provided. 30 June 2025,ย  July 2025
