Work LocationHome country Expected duration01.04.24-15.05.24 Duties and ResponsibilitiesBackground: The 2030 Agenda for Sustainable Development recognizes that road safety is a prerequisite to (i) ensuring healthy lives and promoting well-being (SDG 3.6) and (ii) making cities inclusive, safe, resilient and sustainable (SDG 11.2). Sustainable transport is essential to achieving most of the 2030 Agendaโ€™s Sustainable Development Goals (SDGs), being mainstreamed across several SDGs and targets, especially those related to health, energy, infrastructure and cities and human settlements. The benchmarks of an efficient road safety system, whether expressed in terms of reductions in deaths or injuries or taking the special care on vulnerable road users or problematic areas are important to demonstrate the countryโ€™s ability to improve road safety situation and achieve SDG targets. An integral part of road safety system and requirement stated in the Decade of Action for Road Safety 2021-2030 is a comprehensive road safety strategy, being the foundation of an efficient road safety management system to prevent road casualties. The Republic of Serbia and Bosnia and Herzegovina are in process of adopting/early implementation of road safety strategies and actions plans, in which the importance of modern tools for improving road safety is recognized and emphasized. In both countries, road safety audit and road safety inspection are recognized by legislation as modern tools for improving road safety, but in-depth analysis of road crashes is still not part of national legislation. Therefore, both countries in cooperation with UNECE and WHO applied for UN Road Safety Fund for financing of the project Better Road Safety System based on in-depth analysis of road crashes in Bosnia and Herzegovina and Serbia. Project received funding in 2023. The main objective of this project is to build a better road safety system based on the results of in-depth analysis of road crashes. In-depth analysis of road crashes is a tool that can help to objectively analyse fatal road crashes and later contribute to the improvement of the road safety system. It can also provide detailed knowledge about the mechanism of the occurrence of a road crash, as well as its entire course and consequences, with a particular focus on finding the main causes of its origin, taking into account the human factor, the vehicle, the road and the environment. The ultimate goal is to trigger improvements in all pillars of the road safety system. Project activities will focus on legislation, education and technology, ensuring a high degree of sustainability of project activities after project completion and in line with the priorities of the UN Global Plan of Action for Road Safety 2021-30 and the ITC Recommendations for Enhancing National Road Safety Systems (\"ITC Recommendations\"). The national consultant will be responsible for the following tasks: (i) analysing the national legal framework and national experience in crash investigation and in-depth analysis of road crashes, (ii) preparing draft proposals for updating the national legal framework to allow implementation of the in-depth analysis methodology in Serbia (SRB), (iii) assisting the Lead International Consultant (LIC) in training national stakeholders, UNECE and WHO staff on how to prepare for in-depth analysis, (iv) assist the national focal point in collecting relevant data/information for pilot projects, (v) assist LIC and Swedish Transport Administration staff in preparing and implementing pilot projects (SRB), (vi) prepare draft proposals for updating the national regulatory framework based on pilot projects, and (vii) assist in preparing project workshops/conferences to present the report. The national consultant will work under the guidance of LIC and under the supervision of the UNECE project manager. Travel and accommodation costs for the pilot projects and workshops/conferences (outside the consultantโ€™s place of residence) will be covered separately by the project. Specifically, the national consultant will provide: โ€ข A report containing an analysis of the national legal framework for crash investigation and in-depth analysis of road crashes (including legal framework, methods and practices for crash investigation and in-depth analysis, and data collection and handling of information on road crashes). โ€ข A draft roadmap for the implementation of in-depth analysis in SRB, including a proposal for amendments to national legislation for the implementation of in-depth analysis (including laws and by-laws and taking into account: the role of each stakeholder, relationships between stakeholders, resources required, data collection, analysis and handling of information, scope and format of the analysis, timeframe and presentation and format of the in-depth analysis report, roadmap for the implementation of recommendations from the report). โ€ข Support the LIC in training national stakeholders, UNECE and WHO staff in the preparation of in-depth analyses. โ€ข Support the national focal point in collecting relevant data/information for pilot projects. โ€ข Support LICs in implementing pilot projects (SRB). Pilot projects could include training of stakeholders. โ€ข A report including a draft proposal for changes to the national legal framework based on the results of the pilot projects. โ€ข Support the preparation of national (2) and international (2) road safety capacity building events on the above topics. โ€ข Provide LIC with input for a quarterly report to UNECE on activities carried out. The outcomes of the advisory services will support better policymaking for road safety, contributing to SDG target 3.6 (halve the global number of deaths and injuries from road traffic crashes by 2020) and SDG target 11.2 (provide access to safe, affordable, accessible and sustainable transport systems for all by 2030). Qualifications/special skillsAdvanced university degree in engineering, economy is required. A minimum of fifteen years of experience in road safety is required.
