Result of ServiceThe contractor will contribute to the work of the secretariat by: โ€ข Output 1.1: 1 comprehensive analysis of Podgoricaโ€™s legislative, strategic and spatial planning framework: โ€ข Output 2.1: 1 document outlining technical inputs and planning recommendations for inclusion in the Master Plan. โ€ข Output 3.1: 2 conceptual urban resilience projects including financing pre-feasibility Work LocationHome Country Expected duration12 months Duties and ResponsibilitiesUnder the supervision of the Regional Adviser (Project Manager), the contractor will support the project โ€œUrban economic resilience for inclusive response and recovery from crisesโ€ (UNDA 16) Specific tasks: โ€ข Conduct a comprehensive analysis of Podgoricaโ€™s legislative, strategic and spatial planning framework identifying constraints, gaps and opportunities, including the cityโ€™s functional urban area; โ€ข Review and assess existing planning documentation and synthesize findings into analytical inputs for the Master Plan; โ€ข Analyse current urban development trends in Podgoricaโ€™s functional urban area including governance, land-use dynamics, socioeconomic developments, environmental challenges and other aspects relating to urban economic resilience; โ€ข Provide technical expertise to the drafting of the Podgorica Master Plan; โ€ข Prepare presentations of urban development trends for stakeholders including local officials, national authorities, civil society and potential donors; โ€ข Support the identification and prioritization of urban resilience needs and opportunities within the Podgorica Capital City; โ€ข Collect, organize and analyse spatial datasets relevant to the Master Plan and project development; โ€ข Prepare GIS-based visualizations, maps and spatial analyses to support planning decisions and stakeholder communication; โ€ข Participate in the preparation of two conceptual resilience projects including technical framing, project objectives, spatial components and financial and economic considerations; โ€ข Work closely with the Urban Resilience Coordinator to ensure coherence between project activities and Capital City priorities; โ€ข Participate in coordination meetings with project staff, technical experts and city representatives. The contractor will be responsible for the following outputs related to the project, under the project outcomes: Outcome 1: Enhanced understanding of Podgoricaโ€™s planning framework and urban development trends. โ€ข Output 1.1: Analytical inputs for the Master Plan produced, including assessments of legislative, strategic and spatial planning frameworks, existing planning documentation and major urban development trends in Podgorica. Related activities: o Collect and review relevant legislative acts, strategic documents and spatial planning frameworks that govern urban development in the functional urban area of Podgorica, including the neighbouring municipalities of Danilovgrad, Tuzi and Zeta; o Analyse existing planning documentation, including spatial plans, sectoral strategies and regulatory documents, to identify gaps, overlaps and opportunities; o Conduct an assessment of current urban development trends, including land use, governance, socioeconomic dynamics and environmental challenges; o Prepare a written analytical summary that synthesizes key findings to be used in the Master Plan drafting process; o Coordinate with the Podgorica Capital City departments and Urban Resilience Coordinator to validate findings and ensure alignment with city priorities. Outcome 2: Improved capacity of the Podgorica Capital City to design a resilient Master Plan Output 2.1: Technical contributions to the Master Plan delivered, including spatial analyses, GIS products and planning recommendations prepared in coordination with the Capital City and UNECE. Related activities: o Prepare spatial analyses and GIS-based assessments to support the development of planning scenarios and proposed directions for the Master Plan; o Develop maps, GIS visualizations and spatial datasets that inform resilience considerations; o Draft technical inputs and planning recommendations for inclusion in the Master Plan; o Participate in workshops organized by UNECE to discuss planning scenarios, validate analyses and integrate feedback; o Ensure all spatial products and analyses are consistent with UNECE resilience principles and aligned with Podgoricaโ€™s planning priorities. Outcome 3: Strengthened ability of the Podgorica Capital City to identify, design, prioritize and fund urban resilience projects that can attract donor interest. Output 3.1: Two conceptual urban resilience projects developed, including technical framing, objectives, spatial components and preliminary financial and economic considerations. Related activities: o Identify resilience needs and priorities based on analytical findings and consultations with city stakeholders; o Define the scope, objectives and expected benefits of the two conceptual resilience projects; o Prepare spatial and technical descriptions of the proposed projects, including relevant maps and analyses; o Conduct preliminary financial and economic considerations to align the projects with expectations from international financial institutions and donors; o Coordinate with the Urban Resilience Coordinator and UNECE to refine project concepts and ensure alignment with UNECE urban economic resilience principles. Qualifications/special skillsAdvanced degree in Urban Resilience, Urban Planning, Architecture or related fields. Expertise in human settlements, architecture and skills in both project management and design and technical aspects are required for this contract. Additionally, expertise in urban development and urban resilience is considered an advantage. Strong communication skills are also necessary for alignment with client expectations. LanguagesFluency in English is required. Knowledge of Montenegrin is helpful. Additional InformationNot available.
