Organizational Setting

FAOโs Subregional Office for Eastern Africa (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. ย It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). ย The Subregional Office is a subsidiary of FAOโs Regional Office for Africa (RAF). It has jurisdiction over eight countries โDjibouti, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Uganda, and Eritrea. It supports subregional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of subregional partnerships and supports capacity development and resource mobilization for food security, agriculture and rural development in the subregion.
Reporting Lines
Under the overall supervision of the Sub-regional Coordinator (SRC) and the FAO Representative in Ethiopia and the technical and direct supervision of the Compliance Advisor.
Technical Focus
Under the direct supervision of the Compliance Advisor, the National Compliance Specialist will contribute to efforts that monitor projects outputs against work plan and targets, ensure compliance with FAO administrative, financial and operational policies/procedures and advise staff members accordingly. ย The incumbent will assist in the day-to-day management of operations of the Call Centre.
Tasks and responsibilities
More specifically, the duties and responsibilities of the National Compliance Specialist will include:
โข ย ย Support the SFE and FAO Ethiopia in formulating and analysing internal documents such as the Risk Log, Internal Control Questionnaire, Fraud Prevention Plans and other relevant data to review internal controls related specifically to operation and humanitarian compliance.
โข ย ย Identify tools and processes to ensure integration of risk management, compliance and quality assurance action into operations and programme activities.
โข ย ย Advise and recommend to the office the appropriate strategies to strengthen controls and mitigate potential risks for adequate compliance with FAO operational rules, regulations, codes and internal policies and procedures and monitoring the effectiveness of controls.
โข ย ย Support the office in implementing outstanding audit recommendations.
โข ย ย Support the establishment of processes and procedures in operations for adequate compliance with resources partnerโs agreed fiduciary requirements, such as anti-terrorism clauses, due diligence review, PSEA and so on.
โข ย ย Support due diligence review of implementing partners and build up local capacity for this.
โข ย ย Contribute to capacity building to mitigate risk and ensure compliance
โข ย ย Coordinate the day-to-day management of Call Centre team in Addis Ababa to ensure all activities are running smoothly and effectively.
โข ย ย Follow up on FAOโs survey methodologies and existing formats for data and metadata storage.
โข ย ย Perform other related duties as required.

Minimum Requirements
ย ย ย
โข ย ย Bachelorโs degree in management, development studies, sociology, public administration, political science, community development or a related field.
โข ย ย Minimum of 5 years of work experience with ability to coordinate call centre operations. Experience in complaints handling, or feedback mechanism role is preferred.
โข ย ย Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.
