POSITION ANNOUNCEMENT:ย ย 

Effective with the release of this position announcement, Winrock is seeking a Monitoring, Evaluation, and Learning (MEL) Manager for an anticipated Counter Trafficking in Persons (CTIP) project in the Sahel region. The anticipated five-year CTIP Activity will employ a regional approach to C-TIP that will undertake relevant in-country and cross-border interventions in Burkina Faso, Chad, Guinea-Bissau, Mauritania, and The Gambia. The position is contingent upon receipt of donor funding.ย ย ย 

POSITION SUMMARY:ย ย ย 

The Monitoring, Evaluation & Learning (MEL) Manager will be responsible for managing the monitoring, evaluation and learning activities, including developing and implementing the MEL framework, performance indicators, MEL tools, and data quality assurance processes to ensure the timeliness and validity of data entry and analysis and its effective use for decision making and project learning. S/he will serve as the liaison and point of contact with external evaluation contractors throughout the life of the project.ย ย ย

ESSENTIAL REPONSIBILITIES:ย 

Develop and implement CTIPโ€™s monitoring and evaluation plan; design monitoring and evaluation tools and processes, including baseline assessment framework; Provide technical leadership for MEL to the project team to ensure USAID MEL requirements are met on timely basis and guides data collection, management, analysis and visualization, and reporting progress towards indicator targets and results โ€“ based on both quantitative and qualitative inputs.; Build capacity of MEL and technical staff, partners and key stakeholders in these areas, and ensure compliance; Ensure timely collection, verification and analysis of data on all program indicators and their timely delivery for quarterly and other required reports to USAID and other agencies, as appropriate; Monitor project progress toward project results; Supervise timely and accurate reporting of quantitative and qualitative data by program implementing partners, in cooperation with program staff; Validate data from program partners and staff, including through project monitoring visits; Cooperate closely with program managers to consolidate accurate and descriptive reporting of program results, including activities, outputs and results of implementing partners; Lead data quality controls and verification procedures; Ensure collection of data related to gender and social inclusion;ย  Oversee internal research and evaluation efforts of the project, from the design stage to sharing findings as well as preparing for external evaluations; Work closely with the project team to ensure annual workplans are aligned with the MEL plan to meet annual and LOP targets; Collaborate with communications team to visualize and disseminate important findings.ย  Foster a results-oriented and learning culture throughout the project to ensure that M&E data and learning are used by the project team to improve performance; Prepare interpretation tools (e.g., tables and charts) of data extracted from the CTIP database; Design/update data collection instruments, schedules, analysis methods and applied technologies; Oversee internal research and evaluation efforts of the project, from the design stage to sharing findings as well as preparing for external evaluations;ย  Develop capacity of implementing partners to institute appropriate M&E systems within their organizations; Lead Collaborating, Learning and Adapting (CLA) approaches throughout implementation; Co-facilitate quarterly Pause and Reflect sessions to capture learning, introduce improvements, and achieve meaningful results; Lead knowledge management and sharing activities within project, with USAID, other implementing partners, and with target countriesโ€™ governments; Submit data to donor reporting system (DIS) on timely basis, and coordinate with Home Office MEL staff to develop and implement a data management plan to submit selected project datasets to USAIDโ€™s Development Data Library (DDL); Participate in Winrockโ€™s Community of Practice; and Other duties as assigned.

QUALIFICATIONS:

Education: ย ย ย ย ย ย ย 

Advanced degree in social sciences, such as statistics, public health, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation

Experience:ย ย 

Minimum 6 years of professional experience managing and implementing complex MEL systems for international development projects, preferably in human trafficking, labor migration or a related field.ย  Experience managing large MEL databases and conducting timely data analysis and developing reports. SQL database experience preferred;ย  Experience in both quantitative and qualitative data collection and analysis;ย  Experience designing, testing and managing surveys required;ย  Experience with capacity building in MEL required;ย  Experience with mobile data collection strongly preferred; Proven record of designing and implementing data collection tools including surveys;ย  Relevant experience training staff and partners in M&E

Skills:ย ย 

Familiarity with USG donor MEL requirements;ย  Knowledge of soft skills measurement Strong training design, training delivery, and facilitation skills; Strong research or survey design experience; Excellent written and oral communication skill in English;ย  Familiarity using technology for data collection, management and analysis Proficiency in word processing, database management, statistical analysis, survey, and presentation software (Microsoft). Excellent organizational and team management skills
