FHI 360 is seeking applications for a Monitoring, Evaluation and Learning (MEL) Advisor for the forthcoming Ukraine Mental Health Initiative. USAID plans to provide up to $100 million over a five-year period. The primary goal of the activity is to contribute to Ukraineโs economic resilience by establishing an evidence-informed, inclusive mental health ecosystem. This mental health framework will be fully integrated across various sectors and programs. By promoting mental wellness, the program seeks to enhance productivity, resilience, and social cohesion, thus fostering sustainable economic development and growth in Ukraine.
The position will be based in Kyiv, Ukraine. Ukrainian nationals are strongly encouraged to apply.
Employment depends on successful project award to FHI 360 and subsequent approval of the candidate by USAID.
Position Description
The MEL Advisor will be responsible for leading, guiding, and overseeing all M&E efforts for the Mental Health Initiative. They will lead the development and management of projectโs overall monitoring, evaluation and learning (MEL) system including indicators, baseline data, data collection plan, targets, and a plan to evaluate performance, produce timely, accurate and complete reporting. The MEL Advisor will collaborate with and oversees any sub-grantees to provide feedback on data collection and indicators; analyzes data reported; and support training of MEL personnel in quality assurance methods. The MEL Advisor will also collaborate with the program team to design operations research to support learning, evaluation, and planning, and oversee the implementation, analysis, dissemination, and use of research products. Additionally, the MEL Advisor will share MEL data and plans and collaborate with staff and stakeholders on strategies for program improvements for greater program effects. The MEL Advisor will supervise MEL support staff for this activity.
Essential Job Functions/Responsibilities
Designs and oversees the monitoring, evaluation, and learning activities of the project; leads the design, development, planning, annual revisions, and implementation of the MEL plan and project evaluation activities, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research.
Develops systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
Works closely with the technical team to co-design monitoring tools, select indicators, and determine field monitoring responsibilities.
Coordinates the projectโs Collaborating, Learning, Adapting (CLA).
Ensures tool compatibility and coordination within the MEL framework, Ukraine mental health strategy, are in line with USAIDโs Collaboration, Learning, and Adapting (CLA) principles, and that real-time monitoring and learning is integrated back into strategy and implementation and consistency with national and donor requirements.
Leads the development of the project learning agenda with key stakeholders to generate evidence to guide adaptation of current activity and design of future interventions in mental health system recovery and resilience, and lead operationalization of the agenda and dissemination of findings.
Leads the design and operation of any of the programโs conflict-sensitive activity monitoring, evaluation, and learning to include โalternativeโ/remote monitoring MEL systems which may be necessary due to the potential changing environment.
