  1. Background

Women and Girls Empowered (WAGE) is a global programming consortium to advance the status of women and girls, led by the American Bar Association Rule of Law Initiative (ABA ROLI) in close partnership with the Center for International Private Enterprise (CIPE), Grameen Foundation and Search for Common Ground (Search). WAGE works to strengthen the capacity of civil society organizations (CSOs) in target countries to improve the prevention of and response to gender-based violence; advance the women, peace, and security agenda; and support women’s economic empowerment. In this context, WAGE provides direct assistance to women and girls, including information, resources, and services they need to succeed as active and equal participants in the global economy. WAGE also engages in collaborative research and learning to build a body of evidence on relevant promising practices in these thematic areas.

The WAGE program has grown rapidly over the past two years and additional support is needed for monitoring and evaluation, and integration of learning in programming. WAGE seeks a part-time M&E Specialist to support this work.

  1. M&E Specialist Scope of Work

ABA ROLI is seeking an M&E Specialist to assist with the design and implementation of M&E for the WAGE program. The M&E Specialist will be led by a Research, Evaluation & Learning (REL) Advisor, who is assigned to oversee M&E and learning in the Program.

The M&E Specialist will work closely with WAGE team members and consortium partners to:

  • Lead the development of a WAGE-wide revised theory of change and theories of change for each strategic initiative based on the Indicative Results Framework submitted with the original proposal.
  • Assist with the formulation and implementation of the WAGE-wide learning agenda, building upon an operational REL strategy already in existence.
  • Revise the overarching M&E plan based on the revised theory of change and ensure that the strategic-level M&E plans are aligned with it.
  • Assist with developing and reviewing M&E plans and logic models for new WAGE programs.
  • Develop M&E tools and operationalize M&E plans.
  • Facilitate and coordinate quarterly and annual reviews for WAGE.
  • Coordinate M&E across the consortium and oversee trainings required to operationalize the WAGE M&E plan.
  • Build in implementation evaluation for annual reviews.
  • Assist with the design and implementation of an external, overarching evaluation of WAGE at the end of the Program.

The M&E Specialist will be based in D.C. with some travel as needed for program evaluations. The M&E Specialist is anticipated to work part-time on the Project.

  1. Qualifications

Candidates must possess a Masters or higher degree with at least 6 years of experience, or with a bachelor’s degree with at least 8 years of experience in designing, planning and implementing M&E for large and/or global development programs. Candidate’s degree must be in the field of social science, gender studies, policy analysis, public administration, development management, organizational management, M&E, or another relevant field.

Candidates must have at least 3 years of relevant experience in M&E for gender programs or for programs that focus on women. English fluency is required. Proficiency in other languages and data visualization skills are highly desirable.
