Monitoring and Evaluation (M&E) Lead, Albania
ACDI/VOCA is seeking an M&E Lead for an anticipated economic growth program. The activity will help accelerate Albaniaโs accession to the European Union (EU) through improved competitiveness and EU market integration, as well as achieving a functioning market economy and the capability to cope with the competitive pressures within the EU. Through leveraging USAIDโs expertise and collaborating with host government counterparts and the private sector, the activity will help Albania meet the criteria for accession to ensure that the approximation legislation needed to align with the EU Acquis are impactfully modeled through support to agri-food value chain(s).
The M&E Lead will oversee design and implementation of M&E strategies and will work with the Chief of Party, technical staff, USAID, and project partners. They will develop systems to track overall project and subaward activities, outputs, and results to ensure they are on track to meet the annual and life of project benchmarks and targets. The program is anticipated to start in 2024 and this position will be based in Tirana, Albania.
Responsibilities
- Provide technical leadership for M&E to the project team to ensure USAID M&E requirements are met on timely basis
- Lead data collection, management of the data, and display of the results. This includes data analysis, reporting, and dissemination, building capacity of M&E and technical staff in these areas, and ensuring compliance.
Qualifications
Bachelorโs degree in economics, statistics, social sciences or related field, Masterโs degree preferred. Minimum 7 years of progressively senior roles designing and implementing MEL systems for donor funded development programs, experience with private sector development programs and USAID funding a plus. Ability to work as a team member independently and proactively with minimum day-to-day oversight. Proven skills in supervision, mentoring, leadership and networking. Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis is required. Ability to meet deadlines with strong attention to consistency, detail, and quality. Fluency in English required.Albanian nationals are strongly encouraged to apply.
