We are currently seeking qualified candidates for the position of: Maternal, Newborn, and Child Health (MNCH) Director for an anticipated USAID-funded integrated health project in Mozambique.
Description:
The MNCH Director will provide management and technical oversight of activities to improve access to and quality of maternal newborn and child health (MNCH) services at the community- and health facility-levels. The MNCH Director will be based in Quelimane, Zambรฉzia and will directly oversee staff in the main project office and provide technical support and guidance to regional and provincial teams in Mocuba, Nampula, Niassa, and Tete. This will require frequent travel across the projectโs focal provinces, districts and communities. This role will report directly to Technical Director for Integrated Service Delivery and work in tandem with the Nutrition and Immunization Technical Directors to ensure the Activity meets stated integrated health service delivery goals, quality standards, and reporting requirements. The MNCH Director will also coordinate among USAID, donors, other health implementing partners (IPs), and numerous Government of the Republic of Mozambique (GRM) institutions and representatives, at the district, provincial and national level, for MNCH service delivery activities. The MNCH Director will assist the Technical Director for Integrated Service Delivery to ensure the overall success of the project and will be responsible for managing the technical direction and implementation of MNCH-related facility and community-based programming. The proposed candidate must fulfill the position requirements detailed below.
Job Summary/Responsibilities:
- Contribute to the technical direction of the project related to evidence-based MNCH programming for facility and community-level interventions, based on local and global best practices.
- Provide strategic leadership on MNCH policy and programming in ways that are sensitive and beneficial and in harmony with other technical areas of the activity and coordinating mechanisms.
- Provide guidance and technical support in alignment with GRM RMNCH policies and strategies, including USAID development priorities.
- Coordinate effective engagement and communication between project technical leads and teams and provincial implementation teams for RMNCH across activity implementation, learning, and monitoring.
- Ensure ongoing engagement and communication between project technical leads and FHI 360 central technical support.
- Oversee and provide technical guidance on the development of technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
- Effectively manage the technical team to build the MNCH technical capacity of regional, district, and facility teams through technical updates, training, exchange visits, literature sharing, and mentorship.
- Provide supervisory and operational oversight of provincial project teams to ensure that the project meets intended service delivery goals, quality standards, and reporting requirements.
- Actively ensure alignment across the projectโs clinical and community health systems approaches to ensure the project delivers a comprehensive and coordinated package of technical support.
- Actively engage and represent the project in networks and forums to support GRM RMNCH priorities and promote involvement of multiple government sectors, donors, and the private sector in MNCH-related initiatives.
Qualifications:
- Masterโs degree or its international equivalent in a relevant field such as medicine, public health, business administration, or social sciences. Clinical background with public health training is strongly preferred.
- At least 10 years of experience in providing technical and/or project management support to programming addressing MNCH, with at least 4 years of experience working on USG-funded health programming in Mozambique.
- Deep knowledge of the landscape for MNCH programming in Mozambique, including key Ministry of Health and USAID priorities.
- Experience and expertise in evidence-based facility- and community-based MNCH service delivery approaches.
- Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
- Knowledge and proven experience in technical leadership, strategy development, and staff oversight.
- Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.
- Excellent interpersonal, and English language writing, and oral presentation skills.
- Must be a Mozambican national.
