Job Title: Medical Officer, SSA-10 (Part-time)
Type of contract & Grade: Special Service Agreement (SSA, level 10)
Duration: 11 Months, with maximum of 60 working days (Part-time and on need-based basis to cover the function while current staff is away on mission or absence or when need arise,)
Duty Station: Juba, South Sudan.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Reporting to the CST Medical officer in Juba for clinical issues, the Medical Officer will undertake the following tasks:
Clinical Duties:
- Provide evidenced based primary care to all eligible family and staff members as established by WFP South Sudan Country Office.
- Provide first-aid and emergency treatment to staff and their recognized dependents.
- Perform diagnostic and laboratory tests such as: ECG and rapid laboratory (malaria RDT, urine dipstick, etc.).
- Cover Juba clinic when there is a gap and provide support to the Field Offices as per request.
- Administer outpatient treatments.
- Assist in the follow-up of previously diagnosed chronic medical conditions for which treatment has already been started.
- Provide early detection in mental health cases and arrange referral to appropriate specialists to facilitate proper treatment and follow up support.
- Dispense medications properly, in line with international standards and reviewing instructions with patients.
- Perform medication, injection, dressing, stitching, immobilization, minor foreign body extraction as needed.
- Initiate IV fluid therapy in case of dehydration or other medical conditions.
- Consult with the CST Medical officer when a given presenting problem goes beyond scope of practice/experience.
- Participate in weekly peer review meetings with the RMO to review clinical cases.
- Maintain an organized electronic medical record of patients supported by a regular backup.
- Maintain strict confidentiality with regards to patientโs medical records, patient management, and treatment.
- Assist in coordinating and providing essential clinical information for medical evacuations to the CST medical officer or the RMO as needed.
- Assist in providing medical support during evacuation and repatriation.
- Advise evacuees on the requirements for evacuation and/or escorting patients if needed.
- Document case findings in secured Electronic Medical Records.
- Be available and on-call for consultation in the clinic or at home.
- Determine patient disposition when necessary (e.g., continued observation and primary treatment, referral, medical evacuation or other);
- Plan and implement health promotion and illness/injury prevention training campaigns for WFP employees in coordination with the WFP Wellness Division.
- Facilitate referral to appropriate qualified specialist or to other qualified hospitals/private clinics, as required.
- Ensure preparedness of staff travelling on missions or reassignments, including administration of appropriate vaccines, instructions on malaria prophylaxis and other travel-related ailments.
- Perform other related duties as required.
Medico-administrative Duties
- Recommend medical evacuation when required to the CST medical officer or the RMO.
- Undertake Entry/Exit Medical Examinations, provide certificate for Sick Leave when appropriate, and make recommendations for Medical Travel as needed.
- Maintain strict patient confidentiality by not sharing medical records with WFP with the exception of diagnoses for the sole purpose of Insurance Cost Recovery/Reimbursement
- Ensure proper follow up and if required, referral on all cases.
- Document all case findings, referrals, and follow up.
- Establish good relations with reliable hospitals and private medical facilities.
- Ensure that proper medical records are kept in a strictly confidential manner.
- Prepare and send periodic reports of functions, visits, medical evacuations, and treatments to the CST medical officer and RMO.
- Advise on health precautionary steps to be undertaken at any of the WFP offices.
- Perform any other duties as considered necessary by the CST medical officer or by the RMO.
Administrative duties
- Maintain up-to-date inventory of the South Sudan WFP clinic Pharmacies, medical/diagnostic supplies, equipment, and consumables. Send the report of the updated inventory to the CST medical officer quarterly.
- Maintain a 24-hour roster of available specialists for referral and treatment.
- Check equipment and supplies at every rotation and maintain this in working order.
- Ensure that any single use medical instruments are properly disposed of, any reusable medical instruments are properly sterilized.
- Ensures that clinic spaces are maintained and clean.
- Perform other related duties as required.
STANDARD MINIMUM QUALIFICATIONS:
Education:
- First level university degree in medicine from an accredited/recognized institute, licensed university medical education program.
- License and registration to practice as a GP
- Advanced university degree (masterโs level or above) in occupational health and/or health-related fields or post graduate studies or specialized training in emergency response is desirable.
Experience:
- At least 5 years of clinical experience in Family Practice Medicine and/or Emergency Medicine.
- An excellent clinical judgment and experience in health education and community/public health campaigns would be an added advantage.
- Having a UN and NGOs experience will be also an advantage.
Language:
Fluency in both oral and written communication in English.
Knowledge of the local language (Arabic) is added advantage.
