OBJECTIVES OF THE PROGRAMMELa mission du Programme OMS des urgences sanitaires (WHE) est d'aider les pays et de coordonner l'action internationale pour prevenir, se preparer, detecter, reagir rapidement et se retablir des flambees epidemiques et des situations d'urgence. Au sein du WHE, l'unite de preparation des pays aux urgences sanitaires et Reglement Sanitaire International (RSI 2005) est responsable du suivi et de l'evaluation de la preparation des pays aux urgences sanitaires et humanitaires, de la planification et du renforcement des capacites nationales, et du Secretariat du Reglement sanitaire international (2005). Il joue un role dans la priorisation du soutien aux pays en se basant sur la vulnerabilite et faiblesse des capacites.

DESCRIPTION OF DUTIESLe / la titulaire executera les taches suivantes :> elaborer et/ou mettre a jour les plans nationaux de preparation et de riposte en cas d'urgence;--> mettre a jour les plans de continuite des operations des bureaux de pays (BCP), et aider les ministeres de la sante a elaborer/ mettre a jour leurs plans nationaux d'urgence ;--> fournir une assistance dans l'evaluation des risques et des capacites essentielles pour les urgences sanitaires recouvrant tous les risques; soutenir le suivi,โ€ข Agir en tant que premier intervenant en cas de situation d'urgence dans le pays conformement au Cadre d'action d'urgence de l'OMS (ERF 2.1) et soutenir l'equipe du Systeme de gestion des incidents (SGI) en cas d'urgence gradee / classifiee.โ€ข Soutenir les equipes d'urgence du Systeme des Nations Unies et fournir les donnees et informations necessaires pour que les documents relatifs au programme WHE soient presentes pour des discussions et consultations techniquesโ€ข Aider et contribuer a la promotion des partenariats dans les pays avec les acteurs du secteur sante pour s'assurer de la mise en oeuvre, le suivi et l'evaluation des capacites conformement aux exigences du RSI (2005), ainsi que l'identification du financement pour les plans nationaux des urgences ;โ€ข Nouer des liens avec les institutions, les associations et les agences et organismes scientifiques non gouvernementaux pour l'echange d'informations, la coordination des activites et la mise en oeuvre des approches sectorielles et promouvoir l'approche une seule sante ;โ€ข Aider a la preparation des missions de terrain dans le cadre de suivi de la mise en oeuvre des activites d'urgenceโ€ข Contribuer a la documentation des activites d'urgence et production des bulletins d'information pour le secteur sante ;โ€ข Suivre la mise oeuvre du cadre de suivi et evaluation du reglement sanitaire international et participer a toutes les initiatives liees au processus de mobilisation des ressources au sein du bureau paysโ€ข Executer toutes les autres taches connexes assignees par les superviseurs.

REQUIRED QUALIFICATIONS

EducationEssential: Diplome Universitaire en medecine, avec specialisation en sante publique, epidemiologie ou domaine connexe
Desirable: Master ou formation postdoctorale en sante publique ou dans d'autres domaines pertinents.Formation specialisee en preparation et riposte aux situations d'urgence / catastrophes

ExperienceEssential: Minimum decinq annees d'experiences professionnelles nationales dans la planification, l'elaboration et la mise en oeuvre de programmes / projets dans le domaine de la securite sanitaire, y compris la preparation aux situations d'urgence.
Desirable: Experience de travail pertinente a l'OMS, dans d'autres institutions du Systeme des Nations Unies ; experience de travail dans des organisations non gouvernementales ou humanitaires pertinentes. Experience appropriee dans la mise en oeuvre du Reglement sanitaire international (2005).

SkillsLe titulaire du poste doit avoir les connaissances essentielles et les competences, entre autres :Connaissance du Reglement Sanitaire International (RSI 2005), de l'epidemiologie des maladies infectieuses et autres menaces a la securite sanitaire mondiale, ainsi que des problemes et des pratiques de prevention et de controle des maladies. Competences organisationnelles averees, avec la capacite de mener plusieurs taches a la fois et de produire des resultats sous pression. Connaissance des systemes onusiens et humanitaires pour les interventions d'urgence et la preparation.

REMUNERATIONRemuneration comprises an annual base salary starting at MGA 85,003,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
