Org. Setting and ReportingThis position is located in the Medical Support Section (MSS), Sourcing Support Service (SSS) in the Logistics Division (LD), Office of Supply Chain Management (OSCM) of the Department of Operational Support (DOS), at United Nations Headquarters (UNHQ). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, the Global Service Centre, the Aviation Safety Section, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. Under the overall supervision of the Chief of Sourcing Support Service (SSS), the incumbent reports to the Chief of MSS. ResponsibilitiesDuties and responsibilities of the post include but are not limited to: 1. Coordinate contract and category management activities including strategy development and implementation, and technical oversight to the health supply chain support provided to UN Missions and Entities, with particular responsibility for the category of pharmaceuticals and blood products. Evaluates and monitors UN Mission and Entities readiness of medical facilities/capabilities relevant to the supply chain of the category of pharmaceuticals and blood ensuring sustainability and inclusion of innovation. This will also encompass: a. Directing work priorities contributing to the formulation of the MSS workplan, developing goals and performance measures and identify staff career development requirements. b. Reviewing and updating the Health Supply Chain Strategies to reflect current international health standards and practices and optimize customization to ensure they meet UN Mission and Entities needs. 2. Provide medical logistics technical expert advice to the Chief of MSS, other UNHQ departments and offices, UN field Missions and Entities, representatives from UN Member States and any other stakeholders, on all aspects of Health Logistics Support/Medical Supply Chain issues including but not limited to: planning and assessing health supply for new and present UN Mission and Entities supported by the Department of Operational Support (DOS); reviewing medical supply chain component of draft MOU/LOAs; participating in related negotiations; advising on Mission Medical Logistics/Supply Chain Support and Acquisition Plans etc. a Provide advice during deployment of medical facilities/capabilities in the UN field Missions and Entities related to the health supply chain management with special responsibility for pharmaceuticals and blood. b Participate in Memorandum of Understanding (MOU)/Letter of Assist (LOA) negotiations as well as interdepartmental and interagency discussions for health supply chain crosscutting issues pertaining to the provision of pharmaceuticals and blood products in the field and provide expert technical advice in relation to the supply of these commodities. 3. Develop SOWs and technical specifications and manage UN Systems Contracts and other sourcing solutions for Pharmaceuticals and Blood to ensure end-to-end supply chain is achieved; provide technical advice during solicitations for medical goods and services with a focus on pharmaceuticals and blood and advise on appropriate quality standards to be met and also Best Value for Money (BVM) for the Organization to be achieved. 4. Develop policies, procedures and guidelines for the management of the medical component of the Department's Strategic Deployment Stock (SDS), including ensuring rotation to avoid expiration, maintenance and regular review to ensure that composition and technology meet current challenges in medical diagnostics and treatment. 5. Analyse medical logistics data to understand utilization and identify trends for logistics planning purposes and update related medical strategies for medical goods and services. a. Participate in Mission pre and post deployment assessment visits and verification of medical assets with reference to health logistics issues. Work Experienceโ€ข A minimum of seven years of progressively responsible experience in health care, health supply chain, health procurement, or health administration of which two years at the international level is required. โ€ข Experience drafting Statements of Work/Requirement, Memorandum of Understanding, Letters of Assist, or similar documents for the delivery of health material or services is required. โ€ข Experience in contract management for the provision of health materiel is required. โ€ข Experience in sourcing or contract management of pharmaceuticals and blood is desirable. โ€ข Experience in conducting health supply chain planning for field operations of the United Nations (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or of other similar international or military organisations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
