Org. Setting and ReportingThe Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions, and regional commissions. The Support Partnership Service (SPS) is a dedicated support partnership capacity within DOS to coordinate and maintain bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities. This post is located in the Political Affairs, Peace and Security Department of the African Union Commission (AUC) based in Addis Ababa. The Senior Programme Management Officer serves as an Advisor to the Director of Conflict Management within the Political Affairs, Peace and Security Department of the African Union Commission and reports to the Chief of the Support Partnerships Service in the Division for Special Activities in DOS. The Senior Programme Management Officer will coordinate initiatives to enhance the institutional and operational readiness of the African Union and United Nations to engage in joint operational support planning for field missions/operations. This work involves the development of joint African-Union-United Nations mission support planning modalities and processes to ensure the alignment of logistics and operations in joint engagements authorized by the United Nations Security Council. ResponsibilitiesWithin delegated authority, the Senior Programme Management Officer will be responsible for the following duties: โ€ข Takes the lead in planning, coordinating, and managing programmes, projects, and activities that require inter-organizational involvement and participation. Develops, implements, and evaluates assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. โ€ข Monitors and analyzes program/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions โ€ข Coordinates multi-stakeholder planning processes, develops operational support concepts and logistics service models employed in field missions/operations. โ€ข Directs research and programme evaluation and presents information gathered from diverse sources. โ€ข Coordinates operational support guidance development, including the review and analysis of issues and trends, preparation of evaluations or research activities and studies, โ€ข Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Supervises, organizes, and prepares written outputs, e.g. background papers, analysis, substantial sections of reports and studies, strategic decision briefs, and correspondence to various stakeholders. โ€ข Directs substantive backstopping support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Initiates, coordinates, and manages outreach activities; conducts training and planning workshops, seminars, etc., makes presentations on assigned topics/activities. โ€ข Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting to inform strategic decision-making โ€ข Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. โ€ข May perform other duties as required. EducationAn Advanced university degree (Masterโ€™s degree or equivalent degree) in business administration, public administration, logistics, management, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable. Work Experienceโ€ข A minimum of ten years of progressively responsible experience in project or programme management, administration, logistics operations in a military or international organization, or related area is required. โ€ข A minimum of two years' experience at the headquarters of an international organization working on operational support planning is required. โ€ข A minimum of two years' experience with the African Union or African sub-regional organization is required. โ€ข Experience providing guidance to a senior official is required. โ€ข Experience in the development and dissemination of operational support guidance and provision of operational support advisory services for field missions/operations are required. โ€ข An understanding of the African Peace and Security Architecture (APSA) framework is required. โ€ข Experience as a military planner for support to military operations in a joint and multinational environment is required. โ€ข Experience in data analytics or a related area to inform senior leadership in strategic decision-making is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
