Maternal and Child Health (MCH) and Family Planning(FP) Advisor

JOB SUMMARY:

The MCH and FP Advisor will work under the supervision of the EQHA’s Quality Improvement/HSS Technical Advisor. S/he will be responsible for the overall implementation of EQHA’s Objective 2 plan focusing on the enhancement of service providers’ technical skills in Maternal and Child Health (MCH) and family planning (FP) and support the National Maternal and Child Health Center (NMCHC) in rolling out and implementation of digital family planning provider assessment tools in public and private health facilities, including conduct trainings, coaching, on-site support for the digital FP provider assessment tool, and organize the learning sessions on digital FP provider assessment tool use between public and private healthcare facilities. S/he will develop and monitor workplans. S/he will work closely and collaboratively with government agencies and stakeholders at national and sub-national, national programs’ staffs, and EQHA’s objective 1 and objective 3 of the EQHA project to ensures successful implementation of the Objective 2 workplan. S/he will be a focal person of MCH and FP for EQHA project.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

• Build capacity and enhance the service providers’ technical skills in family planning with the strong focus on long-acting reversible contraceptive (LARC) methods including intra-uterine device (IUD) and Jadelle® implant.
• Provide technical support in coaching on FP competency skills at healthcare facilities in EQHA’s six target provinces.
• Modify the training and coaching materials, approach and tools for refresher training and coaching activities.
• Manage and coordinate refresher training on basic FP and FP services recording and reporting in selected provinces.
• Manage and coordinate refresher trainings on contraceptive stock and supply request and management.
• Manage and coordinate training on training database management to Operational Districts’ MCH staff.
• Support NMCHC in rolling out and implementation of digital family planning provider assessment tools in public health facilities.
• Manage and coordinate for cascade training on digital FP provider assessment tool within six target provinces.
• Support NMCHC team in conducting coaching and related field visits to support sub-national level in using digital FP provider assessment tool.
• Provide on-going technical support in updating digital FP provider assessment tool by adding stock monitoring section.
• Coordinate, conduct field visits to check in and provide training to key PHD/OD MCH staff on data utilization and management of digital FP provider assessment tool, including how to extract data, review dashboard.
• Coordinate and organize learning session events on digital FP provider assessment tool and data use for public and private sectors.
• Coordinate with NMCHC and QI coordinators to identify main trainers and conduct the EENC training in selected provinces.
• Support teams of public and private providers to prepare presentation of their results (storyboards or PowerPoint presentations) for sharing at event such learning sessions (LS).
• Develop monthly/quarterly plan/schedule for training/coaching visits as plan.
• Performs any other jobs as requested by the senior management team, or the Chief of party (COP), or Deputy Chief of Party (DCOP).
• Willing to learn on the job and work additional hours, when necessary.
• Represent EQHA at various meetings/forum on MCH and FP related topic.

        • Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.
        • At least 5 years work experience in a job which required project management responsibilities.
        • Experience with positive relationships in working with MoH in some capacity, either at national or provincial level.
        • Experience working with NMCHC on MCH/FP and quality improvement topics is an asset.
        • Skilled in planning and juggling multiple ongoing work streams.
        • Event/training/working planning & management skills.
        • Facilitation and presentation skills.
        • Coordination and positive interpersonal Communication skills.
        • Highly organized, comfortable working on multiple simultaneous projects with government agencies (national and sub-national); great at completing high quality report submission and meeting deadlines.
        • Enthusiastic, out of the box thinking, and a desire to make a positive impact as a team leader and team player.
        • Attention to detail and having the ability to work on his/her own initiative.
        • Demonstrated proficiency with using Microsoft Office (Word, Excel, PowerPoint, SharePoint)
        • Willingness, interest, and ability to learn new things/skills.
        • Ability to work well with others and to develop and maintain positive working relationships that get results among project staff, and stakeholders.
        • Ability to take initiative and ownership, make data-driven decision, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
        • Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required.
        • Well-developed written and oral communication skills in Khmer and English.
