Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDOโ€™s mandate is fully recognized in SDG-9, which calls to โ€œBuild resilient infrastructure, promote inclusive and sustainable industrialization and foster innovationโ€. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizationโ€™s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOโ€™s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Strategic Programming and Policy is newly established and its mandate will be aligned with the functions described below.

At the D2 level, the incumbent is expected to deliver:

  1. Cross Directorate programming and strategic coordination.
  2. An enabling environment for alignment of the mission of the Organization.
  3. Build Leadership Networks with government entities, regional institutions and private sector
  4. Position the Organization on the world stage.

    A Managing Director position is the most senior level after the Director General, the requirements and expectations of the position are high, and they include:

    1. a firm commitment to and determination to fulfil UNIDOโ€™s mandate.
    2. the capacity to manage substantive areas from a strategic perspective.
    3. the capacity to provide direct strategic support to the Director General.

      II. Main Functions

      Under the overall direction of the Director General, the Managing Director for Strategic Programming and Policy supports strategic planning at UNIDO through provision of coordinated and cohesive frameworks and related policy advice, taking into account the Directorateโ€™s products on, inter alia, Quality Assurance, Impact Assessment and Results Reporting, and other Organizational inputs. The Managing Director fosters UNIDOโ€™s strategic engagement in the area of South-South & Triangular Cooperation; G20/G7 and BRICS, and drives strategic engagement with UN system organizations.

      The Managing Director promotes Gender Equality and the Empowerment of Women in UNIDOโ€™s work, including through gender mainstreaming of UNIDOโ€™s programmes and policies.

      Main functions include:

      • In close collaboration and consultation with relevant organizational entities, guide the development and formulation of strategies and initiatives on key industrial development issues and, more generally, strengthen the organizationโ€™s normative work and its strategic positioning in the evolving technical cooperation work-streams.
      • Oversee the finalization and subsequent implementation of a new Strategic Programming Framework to strengthen strategic alignment and programmatic cohesion of UNIDOโ€™s technical cooperation portfolio.
      • Develop strategies for engagement with middle-income countries to support them meet the challenges of achieving sustainable industrial development and the SDGs. Specifically, oversee the implementation of the UNIDO MICS strategy and action plan.
      • Serves as the Director Generalโ€™s Special Representative for Latin America and the Caribbean.
      • Serves as UNIDOโ€™s focal point for South-South and triangular cooperation of Member States, including within the United Nations system through fora such as the UN South-South Cooperation Day, the UN High-level Conference on South-South Cooperation).
      • Leads the work of UNIDOโ€™s Gender Equality & Empowerment of Women Unit in promoting and mainstreaming gender equality and empowerment of women across UNIDOโ€™s external programmes and ensuring that UNIDOโ€™s internal management policies and practices are gender responsive,
      • Advise the Director General on matters of Industrial Policy and Multilateral Trade, including responsibility for overseeing UNIDOโ€™s Research & Statistics function,
      • Develop engaging reports on UNIDO success stories in the implementation of its mandate, and in collaboration with UNIDOโ€™s communications function, ensure dissemination of such reports to target audiences through modern communications approaches.

        Generic:

        • Provide strategic advice to the Director General in all aspects of the mandates of the Directorate and Offices.
        • Advise and contribute to the development, implementation and monitoring of organizational strategies, policies and initiatives in line with the guidance of the Director General.
        • As a member of the Leadership Board, contribute to achieving the organization's strategic goals by reporting on activities undertaken, new developments in own work and seizing opportunities by making innovative proposals and advancing new initiatives, including in cooperation with other Directorates.
