Program and Position Overview The Energy Program at WRI India is seeking an expert on PMEL (Planning, Monitoring, Evaluation and Learning) to work with and support research focused on India's development, energy for equitable development, electricity governance, industrial decarbonization, a just energy transition. You will work with the program leadership to strengthen the Energy Programโs PMEL efforts. You will support the institutional understanding and integration of PMEL and to bring in modern thinking and approaches to our work, establishing best practices in monitoring and evaluation. This will include learning from peer organizations, trainings and disseminating knowledge, to build a broad cohort of expertise across the Program. You will help with the reporting process that is used to set strategy and recommend actions to better measure and capture impact. Main parts of the role include ensuring that monitoring and evaluation frameworks, approaches and methodologies are adopted to understand the outcomes and impacts of our work, and that there are iterative feedback loops to incorporate learning into the strategic planning process. You will also work directly with select project teams to support integration of PMEL into projects, to improve the robustness of our research how our efforts are achieving desired impact. You will also contribute to topical workshops, team retreats, and learning events. About your role: Strengthen Program Strategy
Review the Energy Programโs strategy and annual plans, including the development and strengthening of midyear check-ins and follow-up of main takeaways and action points Analyse and produce reports for program leadership to evaluate progress against strategic objectives.Lead the development and tracking of institutional ToC processes with the Managing for Results (MfR) team. Ensure that MEL framework development is aligned to institutional processes.Improve Project Management and Impact
Qualification and Requirements we seek:
7-10 years of relevant, full-time work experience with demonstrated involvement in project design and strategy developmentMasterโs degree in public policy, economics, political science, environmental studies, or related field. PhD would be added advantageDemonstrated experience and expertise in program design and monitoring, evaluation and learning, developing theories of change, strategy development, results frameworks, change management, or related subject areasStrong quantitative and qualitative analytical skills. Knowledge and experience of using R, SPSS, Atlast TI, NVivo or other similar software desirable. Experience of using MS Excel is a must. Sector-specific knowledge and experience related to the impact of energy on climate change, agriculture, healthcare, sustainable cities, and electric vehicles is preferred. Intersectional understanding of developmental projects and processes is desirable.Demonstrated experience conducting gender analyses, political economy analyses, baseline assessments, or other project or program planning assessments.Extensive experience utilizing good practices in identifying the rationale for the research methodology, developing protocols and safeguards for data collection and management, communicating results transparently, etc.Excellent communication skills, both oral and written. Superb attention to detailDemonstrated ability to work both independently as well as part of a team. Self-starter with ability to juggle multiple assignments at one time.
