Main purpose of the role

This is an exciting opportunity for a seasoned professional \u2013 passionate about driving development to be more effective, equitable, and efficient through evidence and identifying best practice \u2013 to join CIFF and help shape and drive evidence, measurement and evaluation (EME).

The role of the EME Manager is to ensure that CIFF\u2019s investments are informed by a robust evidence base, are designed to achieve tangible impact consistent with CIFF\u2019s vision, and have effective measurement and evaluation systems. The EME Manager will be a member of the EME team and will work closely with the sector teams working on issues of Child Protection and Child Health Development.


Role\u2019s responsibilities

Evaluation portfolio management

Manage analysis and research on specific projects and sector trends, as required, to support the team and related EME trends determining future strategic priorities and setting operational plans. Support the EME Director and team in the organisation, coordination, documentation and professional presentation of EME outputs for the strategy and planning process. Work with members of the Finance team to coordinate and contribute to budget forecasting budget and disbursement for programming for EME team, aligned with organizational strategic and accountability priorities. Draft Terms of Reference for hiring evaluation agencies, and lead on agency shortlisting and selection


Impact measurement and evidence generation

Commission, manage, and quality assure third party evaluations of CIFF investments in specific sectors, including advising on study design, survey tools and impact findings. Undertake evidence synthesis on key sectoral problem statements to provide evidence and data informed insights on programme design and roll-out. Analyse large scale monitoring and evaluation data from programme partners to assess programme performance and provide timely insights. Ensure adherence to sector best practices in ethical data management and storage across full portfolio of evaluation.


Sector knowledge and profile-building

Ensure CIFF remains current with best practice and trends in EME approaches and developments within its portfolio areas; Provide technical advice on the accuracy, robustness and applicability of evidence to support the development and ongoing delivery of investments within the team Programme portfolio. Drive effective dissemination of evidence and data, where findings from CIFF investments are used to influence regional and global policy and practice; Support and manage EME capacity development for the CIFF team portfolio, including identifying gaps within grantee organisations and designing support programmes to resolve these. Support the uptake of innovative approaches and technology to monitor, evaluate and report on the impact of CIFF\u2019s investments;

Stakeholder and partner management

Represent CIFF EME and manage relationships with implementation and evaluation partners (organisations and consultants), especially in Asia, in a supportive and pragmatic way; Proactively maintain external networks with subject matter experts in the measurement and evaluation communities, with attention to Asia, to ensure CIFF\u2019s thinking and decision-making is shaped by the most up-to-date insights and research. Work and travel across multiple time zones on a regular basis.

Requirements

Skills & Experience

Demonstrable experience in analysis and due diligence; policy, planning and programme delivery, including field experience, all within the development sector Knowledge of the evidence bases pertaining to programme design and implementation, and belief in the importance of evidence-based decision making A strong quantitative background, with an in-depth understanding of data systems and analytics, study design and implementation, including quantitative and qualitative approaches, sampling, and statistical analysis Strong working knowledge of impact measurement and programme monitoring and evaluation Demonstrable expertise in managing evaluations and commissioning research \u2013 from finding and engaging monitoring & evaluation providers to managing activities and relationships with them Strong background in using a statistical package such as R, Stata, or similar software. Experience with GIS and/or BI packages desirable. An innovative thinker with a pragmatic and solution-oriented mindset Exposure to natural language processing or sentiment analysis of data desirable Demonstrable experience of working and influencing at senior levels, especially in the use of evidence to impact policy level decisions Ability to analyse an organisation\u2019s strength of management, vision and adaptive capacity. Ability to recruit, guide, influence and/or advise management teams to effectively implement programmes Experience in supporting capacity building for evidence collection and use, system development, and communication, including of programmatic staff and/or national stakeholders and government ministries desirable Experience working within government systems and/or experience influencing the policies of government agencies, private sector organizations or donor organisations Effectively champions and promotes causes \u2013 credible and professional, they always present the Foundation\u2019s programmes in a compelling way to engage the audience Skilled in relationship building and strengthening; able to influence others and work collaboratively, uniting groups with a shared purpose English is CIFF\u2019s business language \u2013 we expect all of our people to display outstanding verbal and written communication skills across all aspects of their role Capacity to work in a range of cultural and socio-economic contexts, adapting style and approach appropriately and in a culturally sensitive manner to maximise effectiveness IT proficiency (most specifically in Microsoft Word, Excel and PowerPoint) A proven self-starter, who works with pace and resilience
