Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring Systems (IMS) Division that applies engineering and science to develop, instantiate, and to operate measurement stations around the world as well as to receive, process and disseminate the data collected by these stations as well as related analysis products.

Reporting Lines

The incumbent will work under the direct supervision of the Head, Maintenance Unit of IMS Division. The focus of this job is the implementation of the EU Joint Action IX project to support IMS Auxiliary Seismic Stations.

Plan, manage and implement maintenance activities for Auxiliary seismic (AS) facilities of the International Monitoring System (IMS), including corrective and preventive maintenance, overhauls, equipment replacements of the main station systems, including sensor/digitizer, power supply, grounding and lightning protection, intra-site communication, data acquisition and station infrastructure, in coordination with equipment providers, station operators, and other contractors; Undertake equipment troubleshooting remotely as well as during on-site visits to inspect, maintain or repair installations as needed; prepare related reports; participate in major repairs, upgrades and revalidations of IMS Auxiliary seismic stations as required; Participate in the evaluation of station performance, including review, preliminary evaluation, classification of reports and upkeep of station records; Support tracking of equipment downtime, problem history and providing support to sustain IMS Auxiliary seismic stations in cooperation with the Logistics Unit; Provide technical input for the establishment of contractual arrangements and agreements with contractors for services required to sustain IMS Auxiliary Seismic facilities; providing technical evaluation and assessment as required; Support the development and implementation of procedures leading to the improved sustainment, operational stability and general maintenance of IMS Auxiliary seismic facilities, including the development and review of Auxiliary seismic station specific technical documentation; Provide support to IMS Auxiliary Seismic training activities and workshops, including development of technical training programmes, preparation of learning material and equipment; deliver presentations and hands-on sessions, including on-site training to local Auxiliary seismic station operators; Interact with government officials in countries that host IMS facilities to discuss matters relating to the maintenance and support of IMS stations; In coordination with the Head, Maintenance Unit, interact e with representatives from member states to discuss technical matters and project implementation, when required; Perform other duties as assigned.

Education

First-level university degree in geophysics, electrical engineering, seismic, acoustics or a related field.

Work Experience and Qualifications

At least five (5) years relevant working experience in seismic/acoustic monitoring systems including experience in computer technology, computer interfacing and networking, communication technology, power systems, seismic data acquisition systems; Experience in the maintenance and installation of monitoring systems and computer-based systems; experience in installation of such systems in harsh/remote environments is desirable; Relevant work experience within national or international monitoring networks is desirable; Experience in the development of technical documentation desirable; Excellent organizational skills and coordination and proven ability to deliver projects within assigned deadlines; Ability to prioritize and manage a high-volume workload in a fast-paced work environment; Strong ability to multicultural environment is essential.

Languages

Excellent written and oral communication skills in English are essential; knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
