2. ย ย Purpose of consultancy
The primary purpose of this consultancy is to enhance the M&E framework and systems within the PMU and WCO, enabling robust monitoring of program progress, evaluation of impact, and utilization of data for informed decision-making.
3. ย ย Background: ย
The World Health Organization (WHO) Somalia Country Office is committed to improving the health and well-being of the Somali population. The Program Management Unit (PMU) plays a crucial role in overseeing and coordinating the implementation of WHO's health programs across the country. Effective Monitoring and Evaluation (M&E) ensures program effectiveness, accountability, and learning. To strengthen the PMU's M&E capacity, WHO Somalia seeks to engage an experienced international M&E consultant.
4. ย ย Deliverables:
Output 1: conduct a Comprehensive and detailed assessment on the existing M&E system within Somalia WCO
Deliverable 1.1: Conduct a desk review of the existing M&E system within the WCO/PMU, including tools, indicators, data collection methods, reporting mechanisms, and capacity. Additionally, meet with relevant technical units to identify strengths, weaknesses, and opportunities for improvement.
Output 2: Produce A progress report on the design and implementation of an effective M&E system, including an M&E Plan based on results-based management (RBM) framework for the country office's planning and monitoring processes, integrating all initiatives of the country office
Deliverable 2.1: Conduct a document review gap analysis, use of concerned Stakeholder Consultations,ย
Deliverable 2.2:Create a results framework (logical framework or similar) that outlines the strategic objectives, expected outcomes, outputs, and indicators. Ensure clear linkages between levels
Deliverable 2.3: Development of M&E Plan: Clearly articulate the overall M&E framework, including the ToC, results framework, indicator matrix, data collection and analysis plans.
o ย ย Reporting Plan: Define the reporting formats, frequency, and target audiences for M&E reports.
o ย ย Budget and Resources: Develop a budget for M&E activities, including staff time, data collection costs, and software/equipment.
o ย ย Roles and Responsibilities: Clearly define the roles and responsibilities of different stakeholders in the M&E process.
o ย ย Integration Plan: Detail how the M&E system will integrate all country office initiatives, ensuring consistent data collection and reporting in close collaboration with HIM team.
Output 3: Ensure Implementation and Capacity Building to concerned parties - Present a progress report that documents all the below activitiesย
Deliverable 3.1: System Roll-out and Training:
o ย ย Training Workshops: Conduct training workshops for country office staff, concerned stakholders and implementing partners on the proposed M&E system, data collection tools, and data management procedures.
o ย ย Pilot Testing: Pilot-test the M&E system in a select number of programs or projects to identify any gaps or development areas and make necessary adjustments.
Deliverable 3.2: Gather Data ย and conduct regular Monitoring:
o ย ย Data Collection: Implement the plan to ensure data quality and protocol adherence.
o ย ย Regular Monitoring: Regularly monitor program progress against targets and milestones using the data collected.
Deliverable 3.3: Conduct Data Analysis and Reporting:
o ย ย Analysis plan:include a structured analysis plan detailing qualitative and quantitative data analysis and aggregation methods, trend analysis, disaggregation by key variables, and interpretation guidelines to ensure evidence-based decision-making.
o ย ย Data Analysis: Analyze the data according to the data analysis plan.
o ย ย Report Generation: Generate regular M&E reports, highlighting key findings, trends, and recommendations.
o ย ย Dissemination: Disseminate M&E reports to relevant stakeholders.
Output 4: Evaluation and Refinement (Ongoing throughout the assignment period)
Deliverable 4.1: Conduct monthly evaluations of the M&E system itself to assess its effectiveness and identify areas for improvement.
Deliverable 4.2: Use the findings from monitoring, evaluations, and stakeholder feedback to refine the M&E system and make necessary adjustments.
Deliverable 4.3: Document the entire M&E system, including the M&E Plan, data collection tools, data management procedures, and reporting templates. This ensures sustainability and knowledge transfer.
Output 5: Produce the Final consultancy report summarizing M&E system key findings, recommendations, and lessons learned.
5. ย ย Qualifications, experience, skills and languages
Educational Qualifications: ย ย
Essential: Advanced university degree (Masterโs level or above) high end of range in public health, international development, statistics, monitoring and evaluation, or social sciences.
Desirable: N/A
Experience: ย A minimum of 7-10 years of relevant professional experience is typically required for this type of consultancy.
Skills / Technical skills and knowledge:
โข ย ย Results-Based Management (RBM): Extensive experience in designing and implementing M&E systems based on RBM frameworks, including developing Theories of Change, results frameworks, and indicator matrices.
โข ย ย M&E System Design and Implementation: Proven experience in designing and implementing comprehensive M&E systems for large-scale programs or organizations, particularly in health or development sectors.
โข ย ย Qualitative and Quantitative Methods: Expertise in qualitative and quantitative data collection and analysis methods.
โข ย ย Capacity Building and Training: Demonstrated experience in conducting training workshops and providing technical assistance on M&E concepts and practices.
โข ย ย Stakeholder Engagement: Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders, including government officials, implementing partners, and beneficiaries.
โข ย ย Report Writing: Strong writing skills, with the ability to produce clear, concise, and informative M&E reports.
โข ย ย Experience working in complex and insecure environments: Ability to operate effectively in challenging settings.
Languages and level required (Basic/Intermediate/Expert):

6. ย ย Locationย
On- Site: Mogadishu, Somalia, with possible ย travel to other states as required.
7. ย ย Travelย
All travel arrangements will be made by WHO โ WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultantโs responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
8. ย ย Remuneration and budget (travel costs are excluded):
Remuneration: (Pay band level - Remuneration currency - Pay band range) Band B, USD.7,000
a. ย ย Living expenses (A living expenses is payable to on-site consultants who are internationally recruited): TR will be raised by travel unit.ย
b. ย ย Expected duration of contract (Maximum contract duration is 11 months per calendar year): 6 months
