DUTIES:
The Logistics Assistant SC5 will be based in Vientiane (Warehouse Km17). He/she will work under the direct supervision of the Logistics Officer, and will carry out the following duties and responsibilities:
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
- Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
- Responsible for the effective planning and management of warehouse operations, to ensure safe and efficient warehousing and storage of all commodities and supplies.
- Contribute to review of WFP corporate warehouse standards and procedures, to support efficiency and changing business needs
- Coordinate the receipt/dispatch of commodities, to ensure accurate recording, accounting and reporting are available at all times to support decision-making.
- Responsible for the accuracy of warehouse transaction records including identification of discrepancies, to ensure immediate and accurate reporting on commodity movements in line with the corporate requirements. Responsible for inventory management (e.g. physical stock verification, reporting, etc.), to ensure any existing and developing issues with regards to proper stocks management are timely addressed and WFP standard procedures for commodity handling and storage are strictly followed.
- Oversee safeguarding of commodities through providing guidance on and taking initiative towards implementation of preventive measures, to ensure that commodities are preserved in good condition and that quality control actions are initiated as appropriate following WFP established procedures.
- Review on periodic basis warehouse space availability, plan and implement new design layouts to support business needs and ensure cost-efficiency.
- Support management of logistics vendorsโ contracting activities including performance monitoring and measurement.
- Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
- Assist in management of commodity accounting data quality and integrity.
- Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
- Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
Skills and Competencies:
- Experience using the database to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
- Experience analysing data (on commodities, funds, etc.) and drafting reports.
- Experience in measuring service providersโ performance against set KPIs.
- Experience in assisting the preparation of contract documentation.
- Experience in providing technical business support in database systems.
- Language: Fluency in both oral and written communication in English and Lao.
Minimum Qualifications and Years of Experience:
- Education: A Bachelor Degree in supply chain, business administration, contract/commercial law, or another relevant technical field.
- At least five years of experience in administrative experience, in supply chain management or a commercial context is required.
