Terms of ReferenceGeneral Background of Project or Assignment:

Following the IASC adoption of the new cash coordination model in March 2022, the Global Cash Advisory Group (CAG) was formed, consisting of UN agencies, international NGOs, IFRC and representatives from local organisations. The purpose of CAG is to support country level cash coordination technically and in terms of capacity with the overall aim of improving the quality and effectiveness of cash coordination. In its first year, the CAG has supported Cash Working Groups (CWGs) in 40 countries to transition to the new model. The CAG recognizes that change takes time, is challenging and requires core resourcing.

A major commitment under the new model is to strengthen the co-chairmanship and engagement of local actors in CWGs. However, there is currently a shortage of sustainable capacity for cash coordination by local/national actors, both in terms of human resources/ funding and in terms of motivation/understanding/willingness to engage and lead CWGs. It will be key to understand what incentives exist for local leadership in the CWG and cash coordination processes and where there are current blockers that need to be worked through e.g. language, knowledge of processes etc. Likewise, the commitment, time and engagement of international actors to secure such leadership are not always there. This capacity gaps present a risk to the realization of the new cash coordination model and more broadly the localization agenda.

Overall Purpose and Scope of Assignment:
This consultancy aims to identify sustainable arrangements for CWGs co-leadership through increasing the chairmanship of local actors. Recognizing that such arrangements will take time and require significant resources, this consultancy will:

1. Inception report outlining how to go about the project and the methodology
2. Map the CWGs globally - Red, Amber or Green (green includes local leadership), according to the possibility of moving to or further strengthening local leadership. Mapping of external environment such as NEAR/ A4EP/ Locally Led Response WG/GCWG/ CCD/ RCRCM, funding and other may also be needed.
3. Document the โ€˜greenโ€™ as possible models of local leadership and detail the drivers and blockers of success including a detailed mapping of funding and resources available and utilised which can be replicated in other CWGs;
4. Develop plans for 2023-2024 for the CAG on moving to local co-leadership (identifying local actors, existing funding and requirements, capacity-building, any tools/resources required) as follows:
- Amber contexts: 1-2 CWGs in 2023 and 4-6 in 2024.
- Red contexts: unpack the barriers for the entry of local actors and ways to address such barriers
5. Establish a way to monitor changes in the light green/ amber/ red situation of CWGs.

Detailed work plan on deliverables will be shared upon the start of the consultancy.

The consultant will further develop the methodology for reaching the main deliverables under the overall guidance of CAG and the localization Task Team. The CAG is taking a phased approach to this investment starting with a few operations in 2023, following a more robust investment in 2024. It is therefore critical sat this stage to understand what is already in place and how this has been successful as well as what needs to be in place for future replication and scale up of a localization approach to CWG leadership. Following/ during this consultancy, the aim is for the CAG to also secure funding for the plans of the amber CWGs. This will require work with the Donor Cash Forum in the CAG/ DCF resource group.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
โ€ข Graduate degree (equivalent of a Masterโ€™s) in International Development, Public Policy, Protection or related field
โ€ข Minimum of 10 years of previous job experience relevant to the function
โ€ข Solid experience of coordinating humanitarian assistance ideally cash assistance/ CWGs
โ€ข Excellent drafting skills with proven outputs
โ€ข Experience in working and coordinating with local actors
โ€ข Fluency (oral, written) and strong writing skills in English Annex 1
โ€ข Operational program experience with UNHCR, international/ local NGO or another UN agency is desirable
โ€ข Solid understanding of refugee contexts and how to implement assistance and services
