Result of ServiceThe local coordinator will provide on-the-ground support for the UNEP CCC experts and assist in logistics, data gathering, and stakeholder coordination. The core responsibilities of the consultant include, but are not limited to the following: - Coordinate the project activities locally including all stakeholder engagement activities - Development of stakeholder engagement plan - Report on advances to the Project Manager at UNEP-CCC periodically (including via project calls and meetings with UNEP-CCC). - Lead and undertake data collection for the development of emission projections and GHG emission reduction scenarios by UNEP CCC - Coordinate stakeholder consultations to identify and prioritize mitigation measures - Coordinate stakeholder consultations to identify and prioritize adaptation measures - Lead and undertake data collection, under UNEP-CCC guidance, on investment costs of mitigation and adaptation measures and analysis of potential revenue streams, savings and avoided costs of measures - Lead and undertake data collection, under UNEP-CCC guidance, of potential negative impacts and positive sustainable development impacts of mitigation and adaptation measures - Lead and undertake data collection, under UNEP-CCC guidance, for the development of climate impacts and adaptation and resilience - Lead and undertake data collection on Nature based Solutions, under UNEP-CCC guidance. - Lead and undertake data collection on loss and damage, under UNEP-CCC guidance. - Support the development of and engage in stakeholder consultation and data collection on national budget spending on climate related policies and measures - Support the local dimensions of project management related to planning, coordination, and execution - Ensure that the process is aligned with national needs and in close coordination with sectoral institutions and related ongoing activities in the country. - Support UNEP-CCC with the preparation, organization and delivery of the different workshops and training, including drafting of workshop reports. - Support in eventual logistical needs related to UNEP-CCC in country visits. While the consultant is not independently responsible, the ultimate result of the services is the timely delivery of a revised NDC 3.0. Work LocationPort Louis, Mauritius Expected durationPart-time / 8 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The consultant will collaborate with the UNEP Copenhagen Climate Centre (UNEP-CCC) to support the implementation of the NDC-PAF funded project โ€œSupport for the development of Mauritius' NDC 3.0 (2025โ€“2035)โ€™. The purpose is to support UNEP-CCC technical experts with planning, coordination and execution of activities related to Mauritiusโ€™ update of its NDC 3.0. The Government of Mauritius submitted its interim NDC 3.0 on 29 September 2025. However, it was agreed that the NDC 3.0 would require a more robust methodological and procedural approach leading to the submission of fully fledged NDC 3.0 at a later stage. Mauritius therefore sought the support of the NDC Partnership, to engage UNEP-CCC to address the gaps, further improve and support a resubmission of the NDC 3.0. Among other things Mauritius needs support related to data gathering and modelling, performing stakeholder consultations to identify and validate NDC measures and targets, performing robust costing, identifying conditional and unconditional components followed by investment planning for implementation. This will greatly enhance the NDC 3.0, comfort stakeholders that presented commitments are based on sound analysis and good practice and respond to the UNFCCC requirements of the provision of Information to facilitate clarity, transparency and understanding (ICTU) accompanying the NDC. The project is implemented in close collaboration with the Ministry of Environment, Solid Waste Management and Climate Change (MESWMCC). The project includes the following outputs and activities: Output 1: Stakeholder Engagement Plan for the NDC revision & Preparatory activities Activity 1.1. Analyse the desk review conducted for the formulation of the roadmap for NDC 3.0. Activity 1.2. Conduct consultation calls with relevant stakeholders (mitigation and adaptation) for the discussion of methodological components. Activity 1.3. Based on the stakeholder mapping exercise conducted by GIZ, develop a stakeholder engagement plan for involving key stakeholders including civil society, local communities, marginalized groups, youth, and the private sector in the NDC 3.0 validation process. Output 2: Finalized the Revised NDC 3.0 and definition of the overarching economy-wide vision and objectives in terms of mitigation, adaptation and resilience, and climate finance for 2030 and 2035 Output 2.1: Mitigation actions for the Revised NDC 3.0 Activity 2.1.1. Take stock of the current model (GACMO), projections and databases (GHG inventory, sectorial activity data etc.) available from previous works (e.g. first NDC, National Inventory Document, etc.), and check the alignment with the recommendations of the sixth IPCC report and the result of the global stocktake. Activity 2.1.2. Develop sectoral climate pathways and targets for the Energy (integrating the work being done by IRENA on Renewable Energies), AFOLU, Transport, IPPU and Waste management sectors, including the identification and prioritizations of mitigation actions to support the NDC commitments, as well as timelines and an assessment of emission reductions potential in each sector until 2035. Activity 2.1.3. Update, according to the identified measures and timelines, the projection of emissions for three scenarios: without measures, with measures and with additional measures. Activity 2.1.4. Disaggregate the GHG emissions reduction measures under conditional and unconditional commitments and related investments in technologies and infrastructures; assess the cost effectiveness of proposed mitigation actions. Activity 2.1.5. Conduct an assessment of circularity potential and define targets, with a focus on sectors such as manufacturing, building and construction, waste and energy. Output 2.2: Adaptation and resilience objectives for the Revised NDC 3.0 Activity 2.2.1. Develop high-level adaptation commitments for the NDC 3.0 resubmission (Water demand and supply; Agriculture and terrestrial ecosystems; Fisheries and marine ecosystems; Tourism and coastal management; Human health; Infrastructure and disaster risk reduction) that will feature in the NDC 3.0 while making reference to a National Adaptation Plan which will follow and give more detailed plans after the submission of the NDC 3.0. Activity 2.2.2. Develop priorities for the adaptation sectors (Water demand and supply; Agriculture and terrestrial ecosystems; Fisheries and marine ecosystems; Tourism and coastal management; Human health; Infrastructure and disaster risk reduction) Activity 2.2.3. Make reference to the National Adaptation Plan and the extent to which it will cover social protection mechanism design, community adaptive capacity analysis and economic shock absorption strategies. Activity 2.2.4 Conduct an assessment of loss and damage that will be integrated in the revised NDC 3.0. This includes supporting the three following deliverables under this output. First, provide data and analytical support for a stocktake of recent and projected climateโ€‘related losses and damages in Mauritius, covering both economic and nonโ€‘economic dimensions across key sectors (D.2.2.4.1). Second, develop concrete policy recommendations for operationalising the loss and damage commitments in the NDC 3.0, including the use of riskโ€‘transfer instruments, shockโ€‘responsive social protection and targeted support to vulnerable groups and sectors (D.2.2.4.2). Third, develop a roadmap to strengthen institutional arrangements and governance mechanisms for loss and damage data collection and reporting in Mauritius (D.2.2.4.3). Output 2.3: Draft a climate finance component for the Revised NDC 3.0 Activity 2.3.1. Develop the Climate Finance component, considering: Article 6 readiness assessment, Innovative financing mechanism design, blended finance strategy, blue carbon and climate investment frameworks, public-private partnership models, international climate finance alignment, carbon pricing and market mechanism exploration. Some of the data will be provided by the Taskforce on Access to Climate Finance and the World Bank. Output 2.4: Marginal Abatement Revenue Curves for Mitigation Actions Activity 2.4.1. Assess current marginal abatement revenue curve to recommend mitigation action and technology adoption readiness. Output 2.5: Nature-Based Solutions Assessment Activity 2.5.1 Conduct an assessment of nature-based solutions that could be integrated in the Revised NDC 3.0. This includes supporting the three following deliverables under this output. First, provide data and analytical support for a stocktake of existing NbS projects, activities and policies in Mauritius (D.2.5.1.1). Second, develop concrete policy recommendations for expanding NbS best practices into further sectors (D.2.5.1.2). Third, develop a roadmap to expand and mainstream NbS from urban and coastal pilots to other sectors (D.2.5.1.3.) Output 2.6: Cost-benefit Analysis of Mitigation and Adaptation Actions Activity 2.6.1. Conduct a cost-benefit analysis of adaptation and mitigation measures. Output 2.7: Chapter on Gender, Youth and Social Inclusion and Health Sector in the Revised NDC 3.0 Activity 2.7.1. Ensure the integration of the Gender, Youth, health and social inclusion dimension in the NDC 3.0. Output 2.8: Monitoring, Reporting, and Evaluation Framework for NDC 3.0 Implementation Activity 2.8.1. Develop the MRE Framework for Mitigation and Adaptation Output 2.9 โ€“ 2.10 Validation process and workshops Activity 2.9.1. Ensure policy coherence across all sectors Activity 2.9.2. Based on the previous activities, draft the NDC 3.0 for resubmission Activity 2.10.1. Organize a pre-validation workshop. Activity 2.10.2. Integrate the comments and recommendations from the pre-validation workshop. Activity 2.10.3 Organize the validation of the NDC 3.0 for resubmission. Output 3: Communication and awareness raising campaign on the Revised NDC 3.0 Activity 3.1. Print copies of the Revised NDC 3.0. Activity 3.2. Develop and print policy briefs for the cabinet on the mitigation and adaptation chapters of the Revised NDC 3.0. Activity 3.3. Develop short video clips on the mitigation and adaptation chapters of the NDC 3.0 for the general public. We are currently looking for a home-based local consultant in Mauritius to support UNEP-CCC technical experts with planning, coordination and execution of activities related to Mauritiusโ€™ update of its NDC 3.0. In particular, the consultant will help in collecting project-related data, coordinating and engaging with local stakeholders, organizing meetings and/or site visits, and providing, as needed, input to the technical analyses outline in output 2 above. The consultant is expected to work closely with and under guidance from the project team in UNEP-CCC. A part-time Local coordinator & NDC advisor is being recruited to support UNEP-CCC technical experts with planning, coordination and execution of activities related to Mauritiusโ€™ update of its NDC 3.0. In particular, the consultant will help in collecting project-related data, coordinating and engaging with local stakeholders, organizing meetings and/or site visits, and providing, as needed, input to the technical analyses led by UNEP CCC experts. Work package 3: Support data collection at national level, supporting UNEP-CCC experts on the main deliverables The consultant will, under the guidance of UNEP-CCC, collect data independently and in consultation with national stakeholders on mitigation adaptation, NbS and loss and damage measures as outlined in sections above. This includes quantitative data on investment costs and potential revenue streams, savings or avoided costs (CAPEX and OPEX) compared to the baseline (business as usual scenario). The data collection will also include qualitative and if possible quantitative data on potential negative impacts and sustainable development benefits of mitigation and adaptation measures. The data collection will also include consultation with central stakeholder on what national budget measures are expected to contribute to the NDC 3.0 and what additional support will be needed for implementation. Dedicated sessions with gender, youth and other underrepresented groups will be scheduled to collect inputs on gender equality and social inclusion, how it can be improved and the process for engagement and consultations. When consulting other stakeholders for the identification of mitigation, adaptation, NbS and loss and damage measures, stakeholders will be asked how gender equality and social inclusion could be streamlined in the proposed policies and measures. Work package 4: Reviewing and providing input to all main deliverables as per UNEP-CCC experts guidance The consultant will review all main deliverables to the NDC 3.0 produced by UNEP-CCC experts providing comments and questions as per knowledge of local conditions and political frameworks in Mauritius. As needed and feasible, the consultant may also be asked to provide direct text input based on collected data from stakeholders. Work package 5: Planning, coordination and execution of the validation process and workshops The consultant is expected to establish contacts with all relevant stakeholders identified in work package 1 and, together with UNEP-CCC experts and Department of Climate Change assess their interest and relevance for participation in validation meetings or alternative ways to engage them. The consultant will furthermore coordinate and execute all the planned meetings, supporting UNEP-CCC. Work package 6: Ad-hoc coordination and support as per UNEP-CCC experts guidance In addition to specific assignments listed in work package 1-5, the consultant is expected to provide any other ad-hoc coordination and support that may come up during implementation, as per UNEP-CCC guidance and request. โ— Performance indicators Quality of Data Collection: Evaluation of the completeness and accuracy of the collected data based on the predefined data request, including the level of detail and relevance to the project's objectives. Evaluation of the quality and completeness of deliverables based on predefined criteria and feedback from UNEP-CCC and MESWMCC. Stakeholder Engagement: Assessment of the effectiveness of stakeholder mapping, the establishment of contacts, and the depth of stakeholder consultations, including the diversity and relevance of stakeholders engaged. Timeliness and Responsiveness: Meeting deadlines for the submission of deliverables and responsiveness to feedback from UNEP-CCC and MESWMCC, demonstrating reliability and project management skills. Engaging in periodical meetings with UNEP-CCC and providing status updates as needed. Clarity and Usability of Reports: Evaluation of the reports' clarity, coherence, and usefulness based on feedback from target users and stakeholders, ensuring the deliverables meet the project's objectives. The consultant will undertake a range of tasks and responsibilities to support the successful implementation of the DANIDA NbS project in Mauritius. These include data collection and analysis, stakeholder engagement, pilot project facilitation, and reporting. Minimum of 7 years of relevant work experience with Bachelors degree or a minimum of 5 years of work experience with Masters degree. Have practical experience of more than 9 years on climate change issues (related to both adaptation and mitigation), including on NDC implementation Experience with the formulation and/or monitoring of Nationally Determined Contributions. Demonstrated experience in building capacity for climate action in private sector businesses or with governments on climate action Relevant experience in consulting work.
