Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit Sohag and Aswan. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egyptโs Country Strategy focuses on five strategic objectives. Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that โChildren, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of changeโ.

ROLE PURPOSE
The Localization Coordinator plays a critical supporting role in advancing Plan International Egyptโs localization agenda by coordinating partnership processes, capacity-sharing initiatives, and administrative tasks that strengthen effective collaboration with local partners. The position supports the Localization Manager in implementing strategies, conducting partner mapping and due diligence, maintaining databases, organizing partner learning events, and facilitating smooth operational relationships with youth-led, women-led, and civil society organizations.
The Localization Coordinator supports day-to-day tasks of the partnership cycle including partner identification, assessment, contracting, and reporting. They contribute to effective documentation, data management, partner communications, and logistical coordination for events and meetings. The role ensures that operational details are aligned with organizational procedures and partner needs.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Partnership coordination and Administration Coordinate and support all administrative aspects of the partner engagement lifecycle, from initial assessment to agreement closure. Maintain an up-to-date and comprehensive partner database including contact information, reporting schedules, risk assessment outcomes, and agreement dates. Assist in preparing and reviewing partnership agreements, MoUs, and amendments, ensuring alignment with organizational standards and donor compliance requirements. Organize and facilitate partner onboarding processes, including inductions on Plan Internationalโs values, policies, and expectations. Support the planning and logistics for partner meetings, joint planning sessions, and partnership reviews.
2. Capacity building and Learning
Work with the Localization Manager to support the design and implementation of partner capacity-sharing plans that address technical, financial, and organizational development needs. Coordinate logistics for trainings, peer-learning exchanges, and mentorship opportunities for partners, including booking venues, preparing materials, and managing attendance. Collect and analyze feedback from partners following capacity-building events to support continuous improvement of training content and delivery. Document success stories, lessons learned, and good practices from capacity-sharing engagements to support knowledge exchange and future planning.3. Operational Partnership Management
Implementation of Partnership Processes
Support the Manager in coordinating and facilitating well-planned, consistent, and efficient management of partnerships. Work closely with program Technical Leads and the Business Development team to integrate partnership strategies into program/project design, ensuring alignment with funding and operational goals. Support the Localization Manager in overseeing the integration of partnership strategies into project proposals, ensuring proactive partner engagement during development processes. Collaborate with finance, procurement, HR, and project teams to ensure smooth implementation of partnership-related activities and resolve any performance challenges. Facilitate regular program, finance, and compliance reviews with partners and coordinate the implementation of capacity-sharing plans tailored to partner needs.4. Monitoring, Evaluation and Learning (MEL)
Monitoring Partnership Outcomes and Documentation
Track partner reporting schedules and follow up on timely submission of narrative and financial reports. Review partner reports for completeness and coherence, flagging any gaps or issues to the Localization Manager and relevant Program Officers. Assist in compiling partnership monitoring data for quarterly, annual, and donor reports, including updates on capacity-sharing progress and partnership outcomes. Maintain a well-structured digital filing system for all partnership-related documents, ensuring easy retrieval for audits, evaluations, and internal use. Ensure each partnership has appropriate monitoring and feedback mechanisms, including annual reviews, biannual assessments, and partner reassessments. Track the implementation of capacity-sharing plans and provide regular reports on progress and effectiveness. Document and share lessons learned, success stories, and innovative practices from partnerships to inform future strategies.5. Cross-functional support
Coordinate with Finance to ensure timely disbursement of partner funds and help resolve any payment delays or documentation issues. Liaise with Procurement, HR, and Logistics teams to support partners in accessing necessary resources and services for project implementation. Participate in project planning sessions to ensure that partner timelines, deliverables, and capacity needs are reflected in implementation plans. Help troubleshoot coordination and implementation challenges by facilitating communication among internal teams and partner staff.
6. Relationship Management and Communication
Serve as the primary day-to-day communication contact for partner focal points, providing timely support, clarification, and guidance on Plan policies and procedures. Support the organization of regular partner coordination meetings, review sessions, and joint planning workshops to promote transparency and accountability. Promote respectful and equitable relationships with all partners in line with Planโs Building Better Partnerships framework. Facilitate the collection and analysis of partner feedback to inform internal learning and improve the quality of collaboration.
7. Safeguarding Children and Young People and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan Internationalโs Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures. Ensures that Humanitarian Program staff are properly inducted on and understands their role in upholding Plan Internationalโs safeguarding and GEI policies; Ensures that Plan Internationalโs global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team; Ensures that Plan Mozambique contributes to Plan Internationalโs global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.COMPETENCIES

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications
Bachelor's degree in International Development, Social Sciences, or a related field. Masterโs degree preferred. 3-4 Years of experience in Partnerships, community engagement, or related fields. Strong understanding of the cultural, social, and economic landscape in Egypt. Excellent communication and interpersonal skills. Proven track record of successfully adapting global strategies to meet local needs and achieve program objectives.
