I JOB SUMMARY.

The purpose of the Livelihoods specialist (LS) position is to provide technical lead for the design, implementation and follow up of all activities related to livelihoods. S/he will lead the development of the training manuals, facilitation of trainings, development of guidelines and provide overall technical support during the implementation of all the livelihood activities to the desired quality and quantity. The Livelihood Specialist will also oversee the design, pilot testing and documentation of potential promising practices/good practices, lessons learnt and success stories that have a positive and lasting economic impact on the lives/vulnerabilityโ€™s women and girls.

He/she provides capacity building and technical assistance to project staffs and partners in undertaking livelihood analysis and implementing interventions, while ensuring effective monitoring, evaluation, and documentation.

II.RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Livelihood approach adaptation, planning and implementation (30%)

Adopt overall technical approach, implementation strategies, methods and guidelines for all livelihoods program interventions that consider the factors and vulnerabilities of affected population. Identifies and promotes innovative livelihoods programming approaches and interventions to achieve program and project objectives. Develop and update programme strategies, identifying the areas for support and interventions on promotion of livelihoods and local economic recovery in line with the context of the program location. Design and formulation of activity plans for livelihood support activities, which include analysing the relevant data, information and practices in a regular basis, conducting needs/market assessments, organizing consultations with relevant parties to identify the need gaps and CAREโ€™s entry points for catalytic effects. Lead the Livelihoods interventions in Humanitarian portfolio, providing pertinent guidance and supervision to the livelihoods team members. Uses the lessons within the organization in finalising the strategies, methodologies and the implementation and monitoring and evaluation plans (with measurable outputs and indicators of success) Designed and implement Programme strategies and project activities with strong technical soundness to enhance livelihoods and local economic recovery. Monitors livelihoods intervention progress and provides ongoing feedback to partnersโ€™ livelihood program managers, proposing adjustments to the implementation plans according to emerging needs and priorities. Design a detailed implementation plan of the identified Livelihoods interventions, including potential implementing partners, methodologies, and coordination mechanisms, in accordance with CARE rules and regulations. Development and implementation of livelihoods assessment tools, methodologies, and approaches Support and provide technical guidance, supervision, and support to all aspects of livelihoods on the program (includes planning, budget management, implementation, and reporting). Provide technical and operational support to external and internal livelihoods-based programming and interventions

Job Responsibility # 2: Capacity Building and technical support (25%)

Provide technical support to implementation partners to undertake CARE -supported activities in line with the planned objectives to ensure effective project delivery. Organizes and coordinates needs assessment for the capacity building in relation to livelihood project implementation strategies, methodologies, and activities. Develop a training material; organizes and facilitates training courses and cross visits. Develop standards and systems for implementing livelihoods; Provide capacity building and training of CARE and partners for livelihoods interventions. Provide technical support and inputs to the relevant coordination mechanisms, such as the DRM ATF, Early warning technical working group and cash working groups etc. to leverage and promote coordination with other partners. Provide technical assistance to staff and partner in livelihoods related assessment tools, intervention procedures, guides, and protocols. Organizes and facilitates technical support to project staffs through continuous on-site intensive support in organizing VSLAs, financial management skill transfer, creating linkage with financial institution, business plan development and support VSLAs in income generating activities. Oversee and monitor day-to-day project activities, providing technical support to ensure the project activities are implemented in line with the planned timeline and results. Contribute and participate in the design and development of concept note and proposals in the livelihood and related programs!

Job Responsibility # 3: Learning, Reporting and Documentation (25%)

Prepares required reports and information on time, and of high quality that convey the livelihood program componentโ€™s progress towards achieving good practices and impact in the targeted communities. Support the development, updating of livelihood technical materials, training guidelines and strategies as necessary, and localizing program documents, and knowledge products. Identify and synthesize good practices and lessons learned directly linked to livelihood support projects. Engage in Community of good Practice within the area of livelihood support and economic recovery, support knowledge sharing and documentation of good practice. Works with the Sector and knowledge management team to promote learning within the project Coordinates with project staff and Gender team to mainstream gender issue in all the project cycle management. Support organization of roundtable discussions, briefing sessions and launches, etc. around livelihoods. Ensures documentation of implantation processes, Lessons learned and good practices in the Livelihood component, and design strategies for replication/scaling-up tested approaches throughout the project and beyond. Keeps up to date with developments in the sector, including good practice examples in-country and internationally, to ensure ongoing organizational and personal development and learning.

Job Responsibility #4: Representation and Networking (15%)

Promotes and maintain a positive image of the project and CARE Ethiopia at regional, and local levels. Identify potential partners and interested parties who would contribute to achievement of the project activities. Establishes and maintain productive relationships with government offices, non-government organizations, expert institutions, and the private sector. Prepares for and participates in relevant partner meetings and workshops. Participate in various forums, working groups and cluster meeting such as CWG< DRM ATF and etc Contributes to relevant CARE meetings and workshops.

A) EDUCATION

Required:

BA degree in business administration, Economics, Social Sciences, Agriculture, or related fields of study or equivalent combination of education and work experience.

Desired:

MA degree in business administration, Economics, Social Sciences, Agriculture, or related fields of study or equivalent combination of education and work experience.

B) EXPERIENCE

Required:

4 years of relevant experience with the first degree or 3 years of relevant experience plus post graduate degree in progressive responsibility relating to economic development within the holistic livelihoodsโ€™ security framework in rural areas of developing countries including experience with sustainable livelihoods or other people centred approaches and women empowerment context. Experience working on livelihoods project implementation and experience managing and compiling regular project implementation progress reporting, program/project development, and management in an emergency context. Specific experience in project design and implementation, including managing market analyses and scoping of livelihood opportunities for affected population. Proven experience in designing, facilitating, and implementing livelihood training for a variety of stakeholders and experience with undertaking capacity building initiatives and training guide development. Experience working on disability mainstreaming.

C) TECHNICAL SKILLS

Required:

Livelihoods intervention design and management. Computer skills (Word, excel, ppt and others). Excellent written and verbal communication in English Language. Effective interpersonal skills. Ability to analyses technical issues, to write clear and concise reports and make effective oral presentations.
