Background

The Libya INGO Forum (LIF) is an independent network of over 30 INGO members operating in Libya, with headquarters spread across over 8 different countries and who deliver a broad range of humanitarian, development, and peacebuilding programs in Libya. Established in 2016, It is led by a Director and an Advocacy Coordinator, who support and promote the voices of INGOs to ensure collective, joint approaches to addressing key issues of common interest allowing for coherent and effective program delivery in Libya.

LIF operates in a highly dynamic environment where timely, accurate, and accessible information is critical for decision-making, resource allocation, and programmatic success. The organization has identified gaps in its current information management (IM) system, including data collection, reporting, and analysis processes. These gaps hinder the ability to fully leverage data for evidence-based programming and organizational learning. To address these challenges, LIF seeks an Information Management (IM) Consultant for a six to seven-month period.

The consultancy aims to enhance LIF data management capacity and streamline information flows, contributing to better program design, monitoring, and reporting.

Scope of Work: LIF is looking for a consultant to support data management, improve existing tools, and automate processes for better analysis, reporting, and decision-making. The consultant will also assist in graphic design and the development of advocacy materials and communication tools. The specific objectives are:

Assessment of Current IM Systems: Review existing IM systems, tools, and processes to identify strengths, weaknesses, and opportunities for improvement. Development of Tailored IM Solutions: Design and propose enhancements to the current IM framework, focusing on system integration, data visualization, reporting tools, and real-time data access. Capacity Building: Conduct training sessions for staff on using IM tools and ensuring the sustainability of the improved system. Data Quality and Standardization: Implement mechanisms to improve data quality, standardization, and consistency across all departments. Graphic Design and production of Advocacy Materials: Support the design of graphics, and develop templates for advocacy materials such as newsletters, annual reports, and other key communication tools that effectively highlight LIF's work and accomplishments

Expected Outcomes:

1. Workplan Development:

A detailed workplan that outlines specific tasks, timelines, and responsibilities to guide the consultancy process.

2. Data Management:

Fully integrated, streamlined IM processes tailored to the organization's needs. Improved staff capacity in using IM tools for data collection, analysis, and reporting.

3. Graphic Design and multimedia**:**

Professionally design newsletters letters, annual reports and other key materials ready for dissemination to donors, partners, and stakeholders.

Qualifications

Requirements:

Proven experience in data management within the humanitarian or development sectors. Expertise in data collection, analysis, and reporting tools (e.g., Power BI, Tableau, Excel). Strong understanding of IM technologies and their applications in the NGO sector. Expertise in industry-standard graphic design and multimedia tools such as Adobe Suite (Photoshop, Illustrator, and InDesign). Experience developing graphics, illustrations, other creative materials for web and print Demonstrated ability to conduct training and capacity-building exercises. Excellent communication and stakeholder engagement skills.

Timeframe:

The consultancy timeframe will be based on the specific scope of work required by LIF. Services will be provided on a retainer basis, with payment rates determined by the scope of work and the products to be developed.

Conclusion:

This consultancy will address key gaps in LIF's data management system and support the creation of high-quality advocacy materials. These improvements will enable the organization to leverage data for better decision-making, while also enhancing its visibility and credibility among stakeholders and donors. The six to seven-month engagement will ensure that LIF’s is better positioned to achieve its mission and objectives.
