    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of Syrian refugees affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 7 staff members, while the national team represents around 100 staff members.

    Since the economic and financial crisis affected Lebanon, SI has been readjusting its programming to support the most vulnerable population, Syrian Refugees and Lebanese. SI is also supporting the local authorities to cope with the crisis and to be able to continue to function.

    For 2023, SI Lebanon annual portfolio is an estimated 10 M USD from UNICEF, AFD/Danida, OCHA, MADAD/EU, CIAA, ECHO and CDCS

    About the job

    The main responsibilites:

    The position implies the following profile of requirements:

    Supply Management:

  • Carry out purchasing environment analyses at regional level
Supervise the updating of price lists and supplier files Manage SI’s purchasing procedures and those from donors funding the programs Establish the Procurement Plan Tables (PPTs) for each program/operation with support of the program team and operational logistics (see budget holder) Establish and update purchase schedules, taking into consideration procurement tables, operational timelines and contextual and procedural logistics constraints Draft and submit to logistics coordination requests for waivers to derogate existing procedures Draft explanatory notes whenever appropriate and needed Mastering LINK as the established procurement software within the mission Receive, approve and send requests for quotes and submit purchase lines (PLs) on LINK Supervise the preparation of purchasing documents and draft the contracts Participate in or manage (in case it is a regional tender) the drafting of call for tenders Supervise purchase activities, ensuring that SI processes, validation rules and procedures are observed Select suppliers and negotiate prices, deadlines and delivery methods Ensure that purchase files are complete and archived in accordance with SI’s procedures Monitor and lead the negotiations with suppliers Ensure proper contract management as the department handling all contracts related to procurement (save those being related to premises management) including the collaboration with program and finance for the payment process Get actively involved in the development of the logistics strategy and the development of the logistics function at mission and regional level

Freight management:

Supervise the reception of the materials from other regions including the mission office and from headquarters, following closely each reception

Human Resource Management:

Supervise the supply team Conduct performance reviews for members of the supply team Organize formal team meetings at regular intervals Ensure proper capacity building and staff empowerment

Archiving/Capitalization:

Ensure the compilation of price and supplier lists, as well as information in use Ensure that procurement files are monitored and that the status is updated Provide the logistics coordinator with all information needed to draft intermediary and final reports Ensure proper archiving of all procurement files

Your profile

Education:

Master's Degree, ideally in Supply Chain or International Development, International Relations

Experience:

Minimum 2 years work experience in a similar position Experience with LINK software Ideally, 1 year experience with SI

Technical skills and knowledge:

Good command of SI logistics procedures Good knowledge of supply chain management

Soft skills and spirit:

Autonomy Flexibility Strong motivation & commitment Willingness to get the job done Be a doer, not just a manager Ability to work under pressure to meet tight deadlines, with peaks of heavy workloads Team player with solid communication skills

Languages:

Fully fluent English: speaking, reading, and writing skills Knowledge of Arabic is an asset

SI will offer you

A salaried position:
According to experience, starting from 2310 euros gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

In Tripoli, the 2 expats (Field Coordinator and Supply Manager) are accommodated at a guesthouse. The guesthouse is a 3-bedroom apartment, fully furnished and comfortable. Tripoli is a nice city on the Mediterranean Sea, where you can find restaurants, bars (just in specific areas), shops, international libraries, bars, gyms etc. It also has the poorest suburbs of Lebanon, where movement is restricted.

Vehicles are available during the evenings and week-ends if the expat has a valid driving license and after being validated for driving by the logistics department. Lebanon is a safe country the expats can discover by themselves. SI has guesthouses available in Beirut and Zahle (Bekaa). All common goods and amenities are available on all bases. At the time of writing, hospitals are running but shortages of human resources, materials and medicines affect their treatment capacity. Private facilities are to be prioritized in terms of performance and scope of services offered.
