Chemonics seeks a Lead Investment Promotion Specialist for the ongoing USAID Pakistan Investment Promotion Activity (IPA) in Pakistan. The goal of the project is to work closely with the Government of Pakistan (GoP) and the Provincial Governments to streamline their business practices, improve operational transparency and governance, promote regulatory reforms and competition with an aim to reducing the administrative burden on businesses, strengthening the investment climate for foreign investors in Pakistan and promoting opportunities for enhanced trade and investment between U.S. and Pakistani businesses. The Lead Investment Promotion Specialist will work to improve the capacities of the Punjab Board of Investment (PBIT), Sindh Investment Department, and Gilgit Baltistan department as effective Investment Promotion Agencies. Through the refinement of existing content and the development of engaging, user-friendly materials, the Lead Investment Promotion Specialist will support the creation of an enhanced Investorโs Pack. This strategic initiative seeks to capture the attention of the global investment community, offering a comprehensive guide to the current investment landscape and opportunities in Punjab, Sindh, Gilgit Baltistan, and Pakistan as a whole. This position will be completed remotely and will work closely with a local Pakistani consultant to complete the stated objectives. Responsibilities include:
- Meet with IPA Deputy Chief of Party and investment promotion agencies representatives to understand the specific requirements of the scope of work and design and submit a unified work plan/presentation in coordination with other consultants on the assignment to the IPA team.
- Presentation of the work plan to the respective investment promotion agencies.
- Responsible for main deliverables and reporting to Deputy Chief of Party and/or his designee.
- Oversee the activities of a team of two local content developers and two graphic designers to provide necessary guidance on structure, format and nature of information, content, images/graphics, and data points in light of the international best practices.
- Provide necessary guidance to develop and finalize structure / table of contents and format of the investor pack in coordination with content writers and graphic designers.
- Provide necessary guidance, support and review to finalize write-ups that must be included in the investor pack in coordination with the content writers.
- Provide necessary guidance, support and review to develop and finalize story telling flow of the investor packs tailor made for all the respective provinces within the scope of this activity in coordination with content writers and graphics designers.
- Provide support in creating and copy editing the content for all the investor packs.
- Oversee successful delivery of all the investor packs.
- Oversee updating of the current Pakistan Investment Guide by providing insights into the areas of improvement in terms of data representation and addition of important investor focus information.
- Provide feedback to other consultants on the team to align activities in order to meet the target/objective of the activity.
- Present the final versions of the investor packs and updated investment guide of Pakistan to IPA team in coordination with the team of other consultants.
- Present the final versions of the investor packs and updated investment guide to heads of the respective Investment Promotion Agencies.
- Develop and implement outreach plan to disseminate the investor packs to international community of investors/institutions. This would also involve developing the database of investors/institutions to target.
- Submit the drafted investment guide and address any comments/queries by IPA team and respective investment departments after rounds of review.
- Ensure that the updated investment guide is ready for consumption by the target audience.
- Prepare a presentation on the Investment Guides (slide show) for Investors.
- Deliver a final presentation to the IPA team and separately to respective investment department teams and incorporation of recommendations to finalize the materials.
- Submit final investor packs.
- Submit report of the outreach activity reporting on the names and number of investors outreached, level of interest generated and no of leads generated which resulted in establishing first contact of the investor with the respective investment promotion agency.
- The consultant is liable to produce and provide all types of back-end work, analysis, research methodology, primary research data, meeting notes and essential data.
- Carry out research on the current international best practices of developing investment promotion materials and conduct a comparative analysis of investment guides of other countries for necessary benchmarking.
- Report to Chief of Party and/or his designee.
Qualifications:
- Demonstrated capabilities and achievement of performing relevant assessment/implementation related to progressive investment promotion organizations of other countries.
- Degree in International Marketing Business/ Communications/Business Administration/Economics and any other related field.
- Excellent network and professional relations with international investors
- At least 15 years of demonstrated experience in international trade and investment promotion.
- Excellent oral and written English language skills.
- Skillful in Microsoft Word, Excel, and Power point.
- Ability to work in a fast-paced, performance oriented, team-based environment with minimal supervision.
