Lead Evaluation Specialist
We are looking for Lead Evaluation Specialists to analyze and evaluate IDBโs and IDB Investโs activities and provide leadership in evaluations.
Our team: The Office of Evaluation and Oversight (OVE) is responsible for evaluating all aspects of the IDB Group's work. OVE undertakes independent and systematic evaluations of the IDB Groupโs strategies, policies, programs, operations, activities, and systems and reports its findings to the IDB Group Boards, thereby contributing to accountability for development results, and continuous learning and improvement. OVE disseminates its findings and recommendations internally and externally, thus supporting institutional transparency and learning by operational staff and the broader development community.
What youโll do:
Undertake and Lead Evaluations: design and lead, or support as senior team member, complex evaluations on topics related to the development effectiveness of IDB and IDB Invest programs and operations, as well as corporate issues. Support IDB Group's Self-Evaluation System: support the development of a strong self-evaluation system notably by reviewing and validating management self-evaluations of public and private sector operations. Contribute to Outreach: interact with and build relationships with IDB and IDB Invest operational staff, clients, academic and research institutions, evaluation offices in partner institutions, and other relevant stakeholders to further knowledge sharing and the development of evaluation capacity. Support to OVEโs Mission: contribute to other activities aimed at furthering OVEโs mission and to improve the quality of its work, notably by providing technical or methodological advice; participating in peer reviews of draft evaluations; providing guidance to and mentoring junior of OVE employees staff, research fellows and consultants; leading or contributing to the development of other evaluation products; and actively participating in ad hoc working groups and other OVE initiatives.What youโll need:
Education: Master or PhD degree in evaluation, economics, finance, engineering, social policy, public policy, or related field, with solid knowledge of international development issues.
Experience: At least 10 years of relevant hands-on experience in economic development, including experience in a policy or operational position in a government, multilateral organization, donor agency, think tank, NGO, consulting firm or private financier dealing with issues of economic, environmental, or social policy, project finance or development effectiveness. Experience in one or several of the following is highly desirable:
Designing and leading evaluations of public policies, development programs, or projects Conducting operations at the IDB or other multilateral organization or donor agency Working in the LAC region Experience in any of the following sectors: Infrastructure (e.g.: energy, transport, water and sanitation, or urban infrastructure); Public sector and institutions (e.g.: public sector reform, taxation and fiscal affairs, public financial management, regulation); Private sector development (e.g.: investment climate, financial inclusion, entrepreneurship, innovation, or business regulation)Analytical and Critical thinking: Excellent aptitude for critical and structured analysis and writing skills, demonstrated by a track record of producing development evaluations or other relevant analytical work. Ability to analyze large amounts of qualitative and quantitative information on complex topics to understand, assess progress and develop recommendations. Ability to balance rigor and attention to detail with understanding the big picture and synthesizing insights to communicate them in a concise and persuasive way to high level executives.
Interpersonal skills: Excellent communication, diplomatic and negotiating skills, with demonstrated strong personal maturity, balanced judgment, and a track record of building and maintaining partnerships with colleagues and counterparts. Ability to motivate, coach, mentor and empower more junior staff, provide advice to more senior staff, and work collaboratively. Ability to manage teams and/or work effectively as a team member to deliver quality reports on time and within budget.
Language: Proficiency in English and either Spanish, French or Portuguese. In case you are not fully fluent in Spanish, we will ask you to commit to training, since the skill is essential for long term success in the role.
