Result of ServiceThe ultimate result of service of this consultancy will be as follows: 1. Landscaping of the area of the pottery business park in Hay Hlel to make it a functional green space as part of the programme to integrate and develop functional public spaces for women and/or children in the neighborhood. 2. A detailed landscape plans including facilities adapted to the context of the Hay Hlel hillock and accessible to local women and children. 3. The landscaping plans designed will also be implemented in the same year, using a social, environmental and participatory approach. 4. It's a participative approach based on the creation of tools and methodologies that give users a voice according to their profile. This is in line with the approach developed in year 1 of the Karamti project: this project should open up the prospect of logical continuity for year 3 of the Karamti project. Work LocationTunis Expected duration12 months Duties and ResponsibilitiesOrganizational Setting UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system. Background The mandate of the UN-Habitat Sub-Regional Office in Tunisia is to provide policy advice, technical cooperation and capacity building, especially to empower and support the most vulnerable populations. In line with the key objective of UN-Habitat's Strategic Plan 2020 - 2023: \"Advancing sustainable urbanization as a driver of development and peace, to improve living conditions for all in line with the SDGs\", the Regional Strategic Plan sets out the roadmap for achieving the four integrated and mutually reinforcing goals or \"areas of change\" as follows: a/ reducing spatial inequality and poverty. Cities need strong strategies and implementation plans and support to achieve the goals. Innovative solutions are needed to help create people-centered cities where citizens are involved in the planning processes of public and green spaces, especially as these are threatened by pollution and urban sprawl. Public and green spaces offer opportunities to improve the physical and psychological health and quality of life of all people living in cities and the most vulnerable. That is why target 11.7, which addresses public and green spaces, is so important to preserve, protect and/or enhance and receive strong support from local and national governments. Target 11.7: By 2030, provide universal access to safe, inclusive and accessible green and public spaces, especially for women and children, older persons and persons with disabilities. In this regard, the UN-Habitat Regional Office for the Arab States, through the UN-Habitat Tunisia Office, aims to support the Tunisian government in the development of strategies and processes for the realization of healthy, sustainable, and inclusive public spaces, accessible to the most marginalized. Reporting Line The consultant will work under the direct supervision of the Project Manager and the Head of the Tunisia office. He/she will be responsible for the design and monitoring activity for the implementation of landscaping and urban development as part of year 2 of the โ€œKaramtiโ€ project for healthy, inclusive and sustainable public spaces. Duties and Responsibilities The consultant will carry out the following tasks and responsibilities for year 2 (of 3) of the Karamti project: 1. On the basis of the results of year 1/3 of the Karamti project, and as part of the continuity of the participatory process and with the approval of the project coordinator at all steps, the consultant will be tasked in general with proposing inclusive development solutions in the Hay Hlel district, and in particular with carrying out an approach aimed at: - Identify, prioritize and formulate, in accordance with UN-HABITAT Tunisia Office, a landscape solutions adapted to the context of the sloping earth mound or another site in the neighborhood, taking into account the presence of the potters' economic activity. 2. Design detailed plans for the implementation of landscaping solutions for the earth mound or another site in the neighborhood, including innovative street furniture and light equipment adapted to local women and children and taking into account the presence of the potters' economic activity. 3. Develop a strategy for implementing the process in order to achieve the final objectives. 4. Identification of innovative and sustainable materials and relevant actors to achieve the formulated objectives. 5. Drawing up the costs of implementation on the basis of the budget allocated by the year 2 project. 6. Working towards the timely delivery of all project outputs in accordance with the agreed detailed work plan. 7. Worksite supervision: regular monitoring of the worksite to ensure that solutions are implemented on site in accordance with the plans. Qualifications/special skillsAn advanced university degree (Masters or Equivalent) in architecture and design or related field with knowledge of graphic designer in urban planning and environment in Tunisia is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum 5 years of progressive work experience in the field of social and participative urban planning is required. Familiarity working with Tunisia universities, NGOs, and institutions in the field of urban vulnerabilities and environment is desired. International work experience is preferred. LanguagesFluency in both oral and written French and English is required. Knowledge of Arabic is an asset. Additional InformationNot available.
