Result of ServiceThe Environmental Education Consultant reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Term of Reference. The consultant will work in close collaboration with the UN-Habitatโ€™s operational and technical teams. Work LocationSรฃo Paulo, Brazil Expected durationThree (3) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ€“ ROLAC โ€“ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat is developing a project with the Municipality of Sรฃo Paulo through the Secretariat of Green and Environment (Secretaria Municipal do Verde e Meio Ambiente - SVMA) that includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. To properly implement this project, an Environmental Education Consultant is required to work directly on the phases 3 (Study of Solutions) and 4 (Action and Goals Plan), to ensure adequate planning considering the current situation and future forecast for the city of Sรฃo Paulo. These stages involve defining and proposing possible solutions to the problems and bottlenecks identified in the diagnostic phase, as well as developing the Action and Goals Plan, both consolidated in Product 3.8.1, the \"Final Study of Solutions, Action and Goals Plan\" of the Integrated Solid Waste Management Plan. Report to UN-Habitat Manager The Environmental Education Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Environmental Education Consultant will support the implementation of the project, and its activities. Based on the diagnosis prepared regarding solid waste management in the municipality of Sรฃo Paulo, the consultant will develop the following topics, with the following responsibilities: a) Analyze the municipal solid waste management diagnosis, identifying key issues, challenges, threats, and bottlenecks that hinder progress in management and the implementation of sustainable solutions; b) Identify and define priority axes for the development of educational, socio-environmental, and sustainability-oriented solutions; c) Prepare preliminary proposals for programs, projects, educational approaches, communication strategies, and pedagogical materials aligned with the defined priority axes; d) Establish technical criteria and reference parameters to guide the formulation of contracts, investment plans, service targets, and educational initiatives related to solid waste management; e) Contribute to the analysis of cost structures and financing models for educational actions linked to urban cleaning and solid waste management services, in coordination with the Public Finance Consultant; f) Assess and describe educational solutions, detailing their application across the territory and within the municipal governance structure, considering different target audiences (residents, schools, large generators, communities, cooperatives, etc.); g) Interact directly with the consultants from stages 3 and 4 to ensure the effective application of the solutions identified for the formulation of actions and goals aimed at improving environmental education in the management of urban solid waste; h) Develop additional activities related to environmental education and solid waste management that may be identified by the project coordinator. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Environmental Education Consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 โ€“ Work Plan. Description: The Work Plan must contain (at a minimum): (i) Detailed scope of the deliverable products, focusing on the stages, methodologies, and related activities required to conduct the study on environmental education for solid waste management; (ii) Details of the information, documents, and data required to support the technical analysis and development of solutions; (iii) Schedule of activities and delivery dates for each phase of the consultancy; (iv) Description of the flow of review, technical validation, and approval of the products; (v) Identification of key municipal institutions, programs, and actors relevant to the environmental education agenda in solid waste management and the strategy for institutional articulation during the consultancy. Expected delivery date: 15 days after signing the contract. Product 2 โ€“ Integrated Study and Action Plan for Environmental Education in Solid Waste Management. Description: The Integrated Study and Action Plan for Environmental Education in Solid Waste Management must contain: Part 1: Study of Solution (i) Analysis of the complete diagnosis of municipal solid waste management, with emphasis on the environmental education component; (ii) Identification of key issues, structural bottlenecks, gaps, and opportunities for improvement within the current system; (iii) Critical review of institutional arrangements, existing programs, and communication practices related to waste management education; (iv) Identification and definition of priority axes for the development of sustainable and effective educational strategies within the solid waste sector; (v) Consideration of behavioral, social, environmental, territorial, and operational factors that influence educational outreach and citizen engagement; (vi) Assessment of national and international good practices, pedagogical models, and educational frameworks related to waste management and analysis of the relevance, adaptability, and applicability of these practices to the context of Sรฃo Paulo; (vii) Preparation of preliminary proposals based on the defined priority axes; (viii) Development of programs, projects, pedagogical approaches, training models, thematic campaigns, communication materials, and tools tailored to different target audiences (e.g., residents, schools, cooperatives, large generators, communities); (ix) Determination of initial technical criteria, requirements, and institutional conditions necessary for the implementation of the proposed solutions; (x) Identification of intersectoral interfaces with municipal policies and institutions (e.g., PGIRS, PMEA 2024โ€“2034, UMAPAZ Work Plan, SELIMP, SP Regula, SMSUB); (xi) Consolidation and detailing of the proposed solutions and definition of how they should be operationalized within the municipality of Sรฃo Paulo; (xii) Specification of responsible institutions, required resources, key implementation steps, and enabling conditions. Part 2: Integrated Action and Goals Plan (i) Formulation of a structured Action and Goals Plan derived from the proposed solutions; (ii) Definition of objectives, expected outcomes, and clear implementation pathways for each action; (iii) Establishment of quantitative and qualitative goals, performance indicators, and monitoring mechanisms aligned with the strategic guidelines from PGIRS and complementary municipal policies; (iv) Estimation of preliminary costs and feasibility considerations for prioritized actions; (v) Identification of potential funding sources, partnership opportunities, and collaborative arrangements to support implementation; (vi) Ensuring coherence between the proposed actions, goals, and the PGIRS Action and Goals Phase; (vii) Integration of the educational strategies into Sรฃo Pauloโ€™s broader municipal waste management planning framework. Expected delivery date: 60 days after signing the contract. The products must be delivered in accordance with the formatting and drafting guidelines adopted by UN-Habitat. Qualifications/special skillsEducation Required: โ€ข Bachelorโ€™s degree in Environmental Science, Pedagogy, Engineering, Biology or related fields is required. โ€ข Postgraduate degree (Lato Sensu or Stricto Sensu) in Waste Management, Environmental Education, Environmental Science or related fields is required, or additional three (3) years or relevant experience to the post, beyond the requirement. Work experience: โ€ข Minimum of six (6) years of experience in Environmental Education applied to waste management is required. โ€ข Experience in Public Management is required. โ€ข Professional experience developing studies, projects, plans and technical assessments related to environmental education and waste management is required. โ€ข Experience in project management is desirable. โ€ข Previous experience within the UN System is desirable. Skills: โ€ข Excellent writing and proof-reading skills in Portuguese are required. โ€ข Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. Competencies โ€ข Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. โ€ข Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. โ€ข Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. โ€ข Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management โ€ข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โ€ข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โ€ข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โ€ข The person will prepare databases related to the project running. โ€ข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โ€ข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โ€ข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโ€ข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โ€ข For the post advertised, fluency in Portuguese is required. Working knowledge of English and Spanish is desirable. Additional InformationTravel details: Applicable. The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 3/3 - BRL: 31.026,00 (Total net amount). UNOPS Salary Scale.
