Background

The Jordan INGO Forum (JIF) was established in 2012 and currently brings together 59 international non-governmental organizations working in Jordan. The JIF exists primarily to serve the needs of its members and to act in their interest for the betterment of their work in Jordan. The main functions of the JIF are to: share information updates to and between members; coordination; policy development and advocacy; and external representation of the INGO community.

The position of JIF Country Coordinator has existed since January 2015 and has expanded to provide versatile support to the INGO community in Jordan. Since its inception, the JIF has been able to secure funding from key donors and the Coordinator now manages one full time staff and periodic consultants.ย 

The Forum is guided by: its Statutes, Terms of Reference and Strategy; its elected Steering Committee; and, ultimately by the Country Directors of member organizations.ย  The JIF Coordinator works in close coordination with and is accountable to a Steering Committee and the JIF Chair, composed of 5 INGO Country Directors. JIF is presently hosted by the Norwegian Refugee Council (NRC) in Jordan and is based in Amman.

Job Purpose

The Country Coordinator ensures the effective functioning of the Forum, implements the decisions of the Steering Committee (SC), spearheads advocacy and operational initiatives, and ensures strong engagement by the INGO community with response leadership and coordination mechanisms.ย 

What you will do

Act as focal point for the JIF, including external representation of the Forum in a range of settings and forums, including senior-level coordination bodies in close consultation with the SC.ย  Work in partnership with the Steering Committee to Lead and coordinate the Forum strategy process, providing strategic guidance to the Forum.ย  Ensure that the JIFโ€™s position on specific issues and interests are well represented at relevant platforms and meetings. As much as possible promote representation by JIF members themselves especially the SC.ย  Act as liaison and represent the Forum with local, regional and global NGO fora (such as ICVA and InterAction). Supervise and lead the coordination of thematic working groups developed within the Forum, and ensure coordination between working groups, member organisations, and the steering committee, as well as with broader Forum objectives. Ensure transparent coordination mechanisms and regular information-sharing among Forum members and other stakeholders.ย  Ensure that the Forumโ€™s internal guidance documents are updated and maintained.ย  Manage the Forumโ€™s budget, resources, and assets. Coordinate the payment of member dues. Lead on donor reporting and proposal development, and support NRC on grant management.ย  Follow and undertake analysis on issues relevant to the Forum; synthesize and provide briefings on key concerns for JIF members. Research and draft policy, position and background/analysis papers on JIF issues, as tasked by the Steering Committee or Plenary.ย  Facilitate consensus building across humanitarian and developmental landscape including taking actions in close coordination with the SC on engaging JIF members with humanitarian and/or development mandate. Play a key role in enabling the effective development of advocacy initiatives called for by Forum members, as supported by the Steering Committee.ย  Supervise staff and consultants, as required.

Professional competencies, qualifications and skills required

Advanced degree in a relevant field.ย  At least 6 years of experience in humanitarian programming with an INGO in a senior position, such as Head of Program, Head of Operation or Country Directorย  Knowledge and understanding of the UN system, aid coordination architecture in Nexus context/protracted response, and humanitarian principles essential. Strong communication, inter-personal, facilitation and diplomatic skills Prior experience with humanitarian and/or NGO coordination essential, preferably in refugee or post-conflict settings.ย  Experience in representation in senior-level coordination mechanisms (HCR, IASC, etc), as well as with governments, donors and UN agencies.ย 

Context related skills, knowledge and experience

Ability to build, develop and maintain a wide network across all key stakeholders in a protracted multi-layered context. Knowledge of advocacy and policy change related to operational or protection space.ย  Previous experience with directly coordinating NGO networks or sectors/clusters strongly preferred. Fluency in English, both written and verbal, with strong writing and editing skills. Experience working in Jordan or at a minimum, the Middle East Knowledge of Arabic is an advantage.ย
