ITS Vice Presidency Context:
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.
Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
WBG Finance ITS Unit Context
WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bankโs Financial & HR services, which include Human Resources, Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.
As a unit within the Finance ITS (ITSFI), ITSPS (ITS Personnel Systems) is responsible for Personnel Systems supporting over 16,000 staff and 11,000 retirees/beneficiaries of the World Bank Group. The unit supports the employee life cycle including Recruitment, Personnel Administration, Benefits, Compensation, Performance Management, Tax, Staff Receivables, Payroll and Pension. More than 200 self-service transactions are available to staff so that Personnel transactions are standardized and efficient. Services provided by this unit cover all aspects of the IT life cycle from business requirements to implementation, ongoing operations, and maintenance. High availability and accuracy of these applications are critical to managing Human Resources and running a global payroll system from hire to retire and beyond life cycle of World Bank Group workforces. ITSPS also supports the modernization agenda through HR Systems Renewal. This position is in the Pension team of ITSPS that supports the World Bank Group Pension Administration business.
Job Summary:
ITSPS seeks a highly motivated and experienced IT professional with a strong understanding of business processes, particularly in HR domain, specifically with experience in Pension Administration or benefits/compensation systems. The ideal candidate will excel in analytical and communication skills, possess expertise in programming, project management, resource management, client relationships, and demonstrate the ability to translate business needs into effective IT solutions. The candidate must be conversant with all stages of SDLC and be able to deliver results within tight timelines.
Roles and Responsibilities:
โขDeliver (Design, develop and coordinate) solutions to address specific WBG Pension Administration System needs.
โขAnalyze, design, develop, code, configure and test solution components from clear specifications.
โขWork closely with clients and functional experts to analyze business needs and suggest effective solutions.
โขParticipate in the functional and technical analysis for new requirements and modifications to the existing systems.
โขEffectively interact and collaborate with all technical teams within the ITS VPU.
โขDevelop and maintain application architecture diagrams.
โขProvide robust estimates and development timelines.
โขManage medium and large projects effectively and successfully bring them to completion.
โขProvide regular status updates to Supervisor ensuring timely completion of assigned tasks and responsibilities.
โขRaise risks and roadblocks to the attention of project manager and supervisor and suggest mitigation options.
โขDiligently manage confidential information and comply with WBG data privacy policies & procedures.
โขCoordinate work program deliverables with contractors ensuring timely delivery and quality of work.
โขShare knowledge with contractor resources to ensure understanding of work assigned and lead peer reviews to ensure quality work meeting business needs.
โขWork closely with business counterparts and contribute to the development of test plans, automation and participate in post-implementation support and reviews.
โขTake the lead in performing business analysis, project management, software development, maintenance tasks, and contribute as a team member on larger initiatives.
โขAdhere to quality standards and procedures, review modules for quality assurance and compliance.
โขParticipates, as appropriate, in user training of new or revised systems/applications.
โขPlay the lead of the Chennai โ ITSPS Pension team.
Selection Criteria
โขMaster's degree in engineering, information technology, or a related field with 5 years relevant experience or bachelorโs degree with a minimum of 7 years relevant experience.
โขSolid experience as an IT professional with previous development/software engineering experience.
Required Skills & Experience:
โขSolid experience and excellent technical skills on ERP or custom-built applications.
โขAbility to work in high pressure situations and tight schedules, quickly producing excellent solutions and solving problems, production issues.
โขAdvanced and in-depth experience in building custom applications as a full stack developer.
โขExperience with multiple programming/scripting languages such as Java/Python/JavaScript/TypeScript or similar.
โขExperience in writing Complex SQL in Oracle with keeping performance in mind.
โขStrong experience with developing and maintaining web services using the latest integration tools.
โขFamiliarity with software development methodologies (Agile/Waterfall).
โขFamiliarity with Microsoft products (PowerBI, SharePoint, Azure DevOps)
โขExperience with prototyping, process mapping and modeling tools.
โขStrong process analysis skills and ability to suggest improvements for efficiency and effectiveness of solutions based on industry best practices.
โขExperience with designing technical solutions to solve complex business problems.
โขOutstanding conceptual, analytical, judgmental skills and problem-solving skills, including the ability to diagnose and resolve problems independently, and in collaboration with a team.
โขExcellent communication and interpersonal skills.
โขProficient in writing technical documents like โ functional specs, technical specs, design documents, user stories, business case
โขDemonstrated ability to manage multiple projects and clients simultaneously, set priorities, and adapt to changing conditions.

Desired Skills/Abilities (not required but a plus):
โขHuman Capital Management domain knowledge including Pension.
โขUnderstanding of PeopleSoft Human Capital Management or similar ERP product.
โขKnowledge of People Tools, Peoplesoft Application Designer, App Engine, App Packages, Integration Broker, People Code, Fluid Pages/Design and overall excellent technical skills on the Peoplesoft Development platform.
โขFamiliar with modern authentication like SAML2.0, OAuth, Certificates, Azure AD/ADFS.
โขGood understanding or have development working experience in SharePoint.
โขGood understanding of Cloud technology and integration with Azure or AWS.
โขExposure to emerging technologies (Artificial Intelligence, Blockchain, Robotic Software).
