IT Associate
Organizational Setting and Work Relationships
Under the overall supervision of a (Senior) IT Officer, the IT Associate provides reliable and timely IT services on the application and infrastructure of UNHCR standard IT services in the Area of Responsibility (AoR). S/he normally receives technical guidance from a (Senior) IT Officer for the Telecom/IT infrastructure in the region in which the field or emergency operation exists. In offices where there is no IT Officer, direct supervision may be exercised by the (Snr) Admin Officer as applicable in the duty station.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Assist in on-site needs assessment and installation and maintenance of UNHCR Telecommunications and IT equipment.
- In consultation with the supervisor, establish the IT requirements in field operations, considering the overall IT and Telecom strategy of the region, the operational needs and the security constraints.
- Install and configure the most appropriate type of UNHCR IT and Telecommunications systems (HF, VHF, UHF, Microwave Links, Telephony, and satellite systems) to meet the field and emergency operations immediate IT needs.
- Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures.
- Maintain records of the installations and repairs/replacements done and keep the supervisor fully informed on the status of the equipment.
- Provide each office, where equipment is installed, with full information for their asset management records.
- If applicable, keep a proper inventory level of all sites spares and return spare parts for repair/replacement.
- Monitor and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch pane, etc. to prevent faults occurring.
- Add or remove users from the Network.
- Assist in the maintenance of accurate records of users and usage of the Network.
- Carry out minor hardware maintenance.
- Provide Technical Briefing/Training on the equipment to local IT resources and users, including IPs, ensuring that they are able to maintain/use the equipment.
- Assist in the development and configuration of IT and Telecom Equipment/Kits used in field operations and emergencies.
- Decide on appropriate resolution to incidents / problems.
- Escalate issues to supervisor if incident / problem cannot be resolved with scope of responsibility.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
Experience relevant to the function or particularly on HF/VHF radio or IT systems, PAMA satellite systems, PABX, Cisco routers and satellite modems.
Desirable
Hands-on experience with wireless and VoIP systems, electricity, generators, lightning protection an asset. Previous experience in Emergencies is an advantage.

Desired Candidate Profile The incumbent is expected to have proven competencies and experience in the following;
- Multiple stakeholder management and being able to attend to and resolve urgent client needs

- Proven experience in handling network set-ups including VSAT satellite technology driven technology.
- The incumbent must possess excellent problem and diagnostic skills and be able to perform minor equipment repairs.
- The candidate should be possession of training and capacity building skills
- Should have knowledge in setting up of IT Systems, HF/VHF radio communication systems and PABX
- Willingness to travel to remote locations to resolve impromptu setup and connectivity challenges.

Nature of Position:
The IT Associate will be part of the Admin team in Sub-Office Jijiga. The incumbent will closely work with the supervisor to provide robust IT services to Sub-Office Jijiga and four field units located in Awbarre, Sheder, Kebribeyah and Dire Dawa. The incumbent will support in establishing network connectivity for both equipment and internet access for all users. He/She will closely work with Internet service providers to ensure minimal connectivity challenges across the operation. The incumbent will work to facilitate network connectivity in field offices and offsite registration sites. The incumbent will be responsible for safe custody of all ICT equipment and maintain adequate documentation including updated register for all Serially Tracked Items. He/She will also ensure that the servers are maintained and will coordinate with Addis Ababa ICT colleagues and Global Service Desk in aspects relating to server access and user rights of staff members.
The incumbent will support new staff in orientation and setup of user accounts in a timely manner. He/She will keep abreast of license renewals and provide required upgrades as and when required.
Living and Working Conditions:
Jijiga is the capital city of the Somali Regional State of Ethiopia, with a population of about 500,000. It is situated at an elevation of 1,646 meters above sea level. It is located about 630 kms east of the Capital City, Addis Ababa and about 80 kilometres away from the border with Somalia (Somaliland).
Jijiga is a category D and non-family duty station, with relatively stable security environment and with minimal reported crimes within the city.
Private and public hospitals and higher clinics are available in Jijiga. However, the medical facilities in the area are insufficient to treat complicated medical cases. Jijiga city also has many markets, restaurants, and shops, including small supermarkets, from where food and other household items can be purchased. Ethiopian Commercial Bank and many other private banks have established branches in Jijiga where financial services, including ATM machines, can easily be accessed.
Transportation in and out of Jijiga is usually done via Ethiopian Airline flights directly to Addis Ababa on an average of 5 to 7 flights per day, although road transport can also be used through buses that ply the Jijiga-Addis or Jijiga-Harar-Dire Dawa routes.
