    Organizational Setting and Reporting Relationship

    The position is assigned in the Guarantees and Syndications Unit (GSU) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines. GSU supports all commercial co-financing activities of ADB, including B-loans, and provides support to sovereign credit enhancement products, including for state-owned enterprises.

    PSOD provides investment capital to private sector entrepreneurs, corporations, and project sponsors, as well as financial intermediaries, such as banks, throughout developing Asia and the Pacific. It catalyzes, structures, and funds investments in privately held and state-sponsored companies across a wide range of industry sectors. Its emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth.     You will report to the Advisor, PSOD and Head, GSU, and designated international Staff, and will oversee national staff and administrative staff.

    Your Role

    As an Investment Specialist (Syndications), you will mobilize financing from commercial sources (banks and other entities) to ADB’s non-sovereign (i.e., commercial/corporate) and sovereign clients by originating, structuring, executing, and syndicating debt and maintaining relationships with commercial financiers.

    You will:

    Project Management

  • Support and advise on financing from commercial sources and identify financing partners during transaction design.
Support PSOD teams and the Regional Departments for transactions with financing from commercial sources. Identify, structure, execute, and assist in syndicating/distributing transactions involving ADB’s non-sovereign and sovereign clients in the infrastructure, financial, agriculture and social sectors. Work with other financing parties to effectively originate and execute loan syndications including B loans & parallel loans. Lead and/or support the administration of B loans, including maintaining adequate documentation.

Business Development

Mobilize commercial financing through the application of B loans, parallel loans and/or bonds. Lead, support and contribute to promoting the innovative application of commercial financing and risk sharing structures and arrangements for more effective resource mobilization and market development. Coordinate within project teams the mobilization of external debt financing. Support building relationships with major commercial lenders, institutional investors, and the commercial arms of multilateral and bilateral agencies. Lead and support in building awareness of syndication opportunities.

Strategy, Planning and Administration

Lead and/or support project teams in identifying opportunities requiring commercial financing. Advise on appropriate financing structures for transactions involving low to moderate levels of risks and potential financiers during transactions design and program formulation. Recommend improvements to ADB’s commercial co-financing policies, guidelines and practices. Contributes to the administration and reporting of ADB’s mobilization products.

Knowledge Management

Contribute to efforts to increase awareness of ADB’s B loans and risk sharing products among other financing parties and ADB staff. Lead and/or participate in preparing staff instructions on Syndications. Lead and/or contribute to maintaining knowledge of emerging best practices in loan syndications. Collects relevant pricing data in support of pricing of non-sovereign debt transactions; Lead and/or contribute to preparing related in-house seminars and workshops, updates of commercial financing transaction briefs, manuals, brochures and other publications.

Staff Supervision

Provide leadership and support to reporting staff. Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance Ensure the on-going learning and development of reporting staff.

Qualifications

You will need:

A university degree in business, finance, or any related field; preferably at post-graduate level or its equivalent. At least 6 years of relevant professional work experience in project and/or structured finance, including hands-on experience in originating, structuring, executing, and syndicating loans and project finance transactions for infrastructure and/or financial sector transactions. International experience working in several developing countries. Ability to supervise National Staff, Administrative Staff to facilitate work planning, delivery, and quality review.
