    Organizational Setting and Reporting Relationship

    The position of Senior Private Sector Development Officer is assigned to the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Ha Noi.

    You will report to the Principal Private Sector Development Specialist, with matrix reporting to VRM Country Operations Head, and will oversee junior team members.

    Your Role

    As a Senior Private Sector Development Officer, you will provide in-depth operational and technical support to the resident mission, Private Sector Development (PSD) unit, Sectors Department, the Private Sector Operations Department (PSOD), and colleagues across departments including the Office of Markets Development and Public-Private Partnership (OMDP). Your work will focus on advancing private sector development, including mobilizing private capital, facilitating Public-Private Partnerships (PPPs), supporting State Owned Enterprises and regulatory reform, promoting Small-Medium Enterprise development and ease of doing business.

    You will:

  • Contribute towards enhancing the PSD dialogue and engagement in Viet Nam.
Contribute to and manage PSD's technical assistance portfolio in Viet Nam. Ensure successful, high-impact delivery of technical assistance and other projects and work closely with VRM country management and other colleagues to ensure quality, impact, and coordination across projects. Lead or support PSD activities, including the development and implementation of high-quality analytical and advisory work, in partnership with VRM country management and colleagues across sectors. Based on high-quality analytical work, organize policy dissemination events, knowledge-sharing, capacity-building activities, and consultations with policy makers, stakeholders and the private sector. Support the origination of sovereign lending projects with strong PSD potential, including investment loans, policy-based loans, financial intermediary loans, and other products as applicable; Contribute to corporate and strategic tasks: lead and prepare inputs for the formulation of PSD Diagnostic and PSD Plan under the Country Partnership Strategy, as well as other strategic documents and regional strategies Deepen cooperation with Sectors Department and PSOD through joint project design and implementation, and effective coordinated policy dialogue. Serve as the focal person in VRM to facilitate ADB's PPP operations in Viet Nam, including assisting PPP business development, policy engagement, promoting transaction advisory services (TAS), and supporting project implementation. Other tasks as requested by the PSD Head and perform other tasks as assigned and reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in economics, business administration, accounting, or equivalent is required. A master's degree or equivalent is preferred. Certified Public-Private Partnerships Professional accreditation and passing any levels of the CFA are advantages. At least 8 years of relevant professional experience with at least 1 year devoted to PPPs, private sector development, procurement, or commercial or investment banking, and at least 4 years of supervisory experience. Proficiency in written and verbal skills in both English and the local language. Proven capacity to collaborate effectively with diverse groups. Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Viet Nam.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
