The internship programme is not intended to lead to a career in the ILO. There should be no expectation of further employment at the end of the internship.

Social security is a human right which responds to the universal need for protection against certain life risks and social needs. Effective social security systems guarantee income security and health protection, thereby contributing to the prevention and reduction of poverty and inequality, and the promotion of social inclusion and human dignity. They do so through the provision of benefits, in cash or in kind, intended to ensure access to medical care and health services, as well as income security throughout the life cycle, particularly in the event of illness, unemployment, employment injury, maternity, family responsibilities, invalidity, loss of the family breadwinner, as well as during retirement and old age.

Since its creation in 1919, the ILO has actively promoted policies and provided assistance to countries to supply adequate levels of social protection to all members of society guided by international social security standards adopted by its tripartite constituents. The flagship ILO standards on social security and social protection are: Convention concerning minimum standards of social security, 1952 (No. 102) and the Social Protection Floors Recommendation, 2012 (No. 202)

In the Indian context, the importance of social security in Indiaโ€™s national decent work agenda has been highlighted by the ILO constituents (government, workersโ€™ and employersโ€™ organizations) who have made it a Country Programme Priority in the India Decent Work Country Programme 2023-2027.

The ILOโ€™s activities have focused on enabling the constituents to develop, strengthen and manage comprehensive national social security systems that provide access to adequate benefits for all, to reduce the vulnerability of workers throughout their lives. The work follows a multi-pronged strategy:
1. Promoting ratification of ILO Convention concerning minimum standards of social security, 1952 (No.102) and the implementation of the ILO Social Protection Floors Recommendation, 2012 (No. 202) through awareness-raising and dialogue.
2. Building the capacity of governments and employersโ€™ and workersโ€™ organizations to design, implement and manage national social protection floor policies and programmes.
3. Supporting the implementation of national social protection floors through technical cooperation, advisory services and promoting the exchange of best practices, including south-south exchange.

Learning areas

As an intern in social protection team of ILO DWT/CO-New Delhi (hereafter, โ€œsocial protection teamโ€), you will be exposed to a whole range of areas such as social protection financing, digitalization, extending social protection to gig and platform workers, transition from informality to formality in relation to extension of social protection.

The social protection team under the aegis of the Senior Specialist on Social Protection, ILO DWT South Asia and CO-India, is currently engaged in work on the gig and platform workforce in India and in proposing a social security framework recommendation. In addition, given the priority focus areas of the Ministry of Labour and Employment, Government of India, a key social protection scheme designed for the benefit of construction workers in India i.e the Building and Other Construction Workers (BOCW) Act is to be further researched.

The selected intern is expected to:

Undertake desk review of social protection schemes that benefit construction workers in India. The desk review will include analysis of the BOCW Act, cess collection mechanisms, employer/employee contributions and the gap analysis of its effective utilization. The intern will undertake analysis of registration, identification, and portability.

In addition, the intern will research the international practices of extending social protection to gig and platform workers. The desk analysis will provide relevant information to the Sr Specialist on the various social protection mechanisms and schemes available for gig and platform workers. Research output must also analyse various legislative features of countries on the definition of G&P workers and their social security benefits.

The intern may also be requested to provide inputs to various Terms of Reference (TOR) for research and consultancy contracts for consultants and institutions for India programme and in the region and preparatory work for various events, research gatherings and capacity building initiatives undertaken by the Social Protection Team.

The intern will support in the preparation of briefs/policy briefs.

The intern will edit reports in line with the ILO style guide and provide additional administrative and other communication support functions.

Required profile

Education

Final year Masterโ€™s or perusing PhD in Economics, Law, Public Policy, Development Studies or relevant educational fields related to social protection. The candidate should be enrolled in their final year of graduate degree programme or should have completed such a programme no longer than 1 years ago.

Experience

Relevant experience in research on social protection, understanding gig and platform work, financing of social protection schemes, good understanding of public policy in the Indian context.

Languages

Fluency in English with a good drafting skill. Knowledge of Hindi as an asset.

Competencies

Adaptable to an international, multicultural and multilingual environment, good communication skills and be able to work in a team.

Additional requirements

Knowledge of statistical software such as STATA , R and MAXQDA is an added asset. experience in research, data analysis, public policy analysis.

Selection process:

Stipend:

As an intern in the field, you will receive a monthly stipend from the ILO based on the cost of living in the area of the duty station, unless you receive funding through another institution (for example your university or a foundation). If you receive partial funding, ILO will cover the difference to ensure you receive the appropriate stipend per month. Your travel to the duty station will be at your own expense.

The amount of the monthly stipend shall be established based on the level applied by the majority of the other UN agencies at the duty station or the net amount of the salary attached to level G.1, step 1 of the local General Service category salary scale applicable at the duty station, whichever is the higher.

Insurance:

Please note that the ILO does not take responsibility for any costs arising from accidents and/or illness incurred during the internship. You will be responsible for your own insurance coverage for illness and accidents for the duration of the internship at the duty station (whether Geneva or the field).
