Background:

The OSCE Mission to Moldovaโ€™s mandate includes to facilitate a comprehensive and lasting political settlement of the Transdniestrian conflict in all its aspects, consolidating the independence, sovereignty and territorial integrity of the Republic of Moldova with an understanding about a special status for Transdniestria within Moldova's internationally recognized borders. To that end, the Mission is, inter alia, mandated to gather information on the situation in the Security Zone in the Republic of Moldova and investigate incidents in support of its mandated task to facilitate a peaceful settlement to the Transdniestria conflict and to provide early warning. This requires frequent monitoring in the Security Zone and establishing and maintaining regular contact with official bodies and the local populations of the Sides. Additionally, the Mission seeks to increase engagement with both Sides and other involved partners to develop initiatives for reducing tension, building confidence and promoting dialogue. The Conflict Prevention and Resolution Programme (CPR) supports the Missionโ€™s mandate, including in monitoring in the Security Zone and promoting sustained contact and cooperation between the Sides to increase military transparency, reduce armed structures, and promote confidence building between them. To ensure those tasks are carried out as effectively as possible throughout the year the Mission would benefit considerably from the assistance of Consultant to its international staff.
The OSCE Mission to Moldova requires the services of an experienced consultant able to conduct monitoring of the situation and to investigate incidents in the Security Zone, so as to ensure that the Missionโ€™s mandate is carried out in all its aspects and the capacity to provide early warning is retained. This is a consultancy assignment with an expected duration of approximately 100 working days.

Tasks and Responsibilities:

Under the direct supervision of the Conflict Prevention and Resolution Programme Manager, the consultant will deliver the following tasks:

Take part in monitoring activities of the Security Zone as directed by the Conflict Prevention and Resolution Programme Manager and in line with the Missionโ€™s existing Standard Operating Procedures; Prepare and distribute reports on each monitoring activity and input to the database of information gained from the visits; Take part in the investigation of incidents and assist in developing the Missionโ€™s contacts with officials of the Sides, including members of the Joint Control Commission, local military and security officials, and the local population; Participate in the Joint Control Commission Working Group meetings on Harmonization of the Law Enforcement Agencies posts and on Law Enforcement Cooperation; Support the Conflict Prevention and Resolution Programme in developing projects for Confidence and Security Building Measures, developing recommendations for enhancement of Freedom of Movement in the Security Zone; Contribute to analysis about the Law Enforcement Agencies posts in the internal boundary line with a recommendation for their harmonization; Perform other duties in support of the Conflict Prevention and Resolution Programme as required by its Programme Manager.

After receiving information from Conflict Prevention and Resolution Programme Manager on the tasks outlined above and in coordination with the Missionโ€™s military members and other mission members, the consultant will deliver the following:

Written reports following each patrol or similar activity in the Security Zone; Input to the Missionโ€™s database on the security situation in the region; Input to the Missionโ€™s Confidence and Security Building Measures activities; Recommendations for Freedom of Movement enhancement in the Security Zone; Final monitoring reports received by the Mission and delivered in time in an appropriate format and quality as requested by the Conflict Prevention and Resolution Programme Manager; Input to the Missionโ€™s database delivered in time in an appropriate format and quality; Consultancy implemented as planned, including input to the Missionโ€™s Confidence and Security Building Measure activities and recommendations for Freedom of Movement enhancement in the Security Zone.

Necessary Qualifications:

Background, and at least five years of relevant working experience, in political military affairs with a thorough knowledge of relevant OSCE agreements and documents;

Familiarity with the situation in Moldova in general and the Transdnistria conflict in particular;

Professional fluency in English and Russian, both oral and written;

Ability to produce reports, excellent report writing skills;

Ability to operate Windows applications, including word processing and e-mail;

Excellent interpersonal and communication skills; Gender-sensitive approach towards the assigned tasks;

Very dedicated to work undertaken;

Self-disciplined and responsible to deadlines; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
