UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECA RO) was established in Istanbul, Tรผrkiye, in early 2014. It provides support and oversight to Country Offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), the Republic of North Macedonia, Serbia, Tajikistan, and Tรผrkiye.
Since 2018, UN Women ECA RO is implementing a regional component of the Flagship Programme Initiative โMaking Every Woman and Girl Countโ (Women Count)[1], developed by UN Women Headquarters (HQ). The Women Count programme aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and womenโs empowerment. The programme intends to achieve results in three interlinked areas of work:
Enabling environment: Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);Data production: Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; andData accessibility: Ensuring that gender statistics are accessible to users in governments, among civil society, academia, and the private sector to strengthen adequate demand for their production.In 2024, the Global Women Count programme has produced โProgress on the Sustainable Development Goals: The gender snapshot 2024โ. It is the latest edition in the annual series produced by UN Women and UNDESA. The report presents the latest evidence on gender equality across all 17 Goals, including prevailing trends and gaps on the road to 2030. Recent setbacks, particularly among women and girls living in fragile or conflict-affected countries, and growing vulnerability brought on by human-induced climate change, are worsening the outlook of making gender equality a reality by 2030.
As one of the key activities in the lead up to Beijing +30 regional review, UN Women ECARO aims to produce โโTaking stock of gender equality in Europe and Central Asia 30 years after Beijing: The Gender Snapshotโโ. This document will present the latest evidence on progress and gaps in gender equality and womenโs rights across the Beijing +30 critical areas of concern for the ECA region, as well as the 54 SDG specific gender equality indicators, calling out the long road ahead to achieve gender equality in the context of this region. It will emphasize the interlinkages among the goals, the pivotal force gender equality plays in driving progress and sustainable development, and women and girlsโ central role in leading the way forward in the local context. Moreover, the production of this report goes beyond data collection alone. It should be situated as a document to encourage relevant stakeholders in the region such as Womenโs Machineries, policy makers, CSOs to utilize gender data for their decision-making to advance their progress to achieve SDGs.
By the production and dissemination of this report, UN Women ECARO aims to foster a culture of data-driven decision-making that empowers policymakers and advocates to design more targeted and impactful interventions, ultimately contributing to the advancement of gender equality and women's empowerment at country and regional levels.

Duties and Responsibilities
Under the direct supervision of the Regional Gender Statistics Specialist at UN Women ECARO and with the support of the Global Women Count team at UN Women HQ, an international consultant will work closely with International Data Analyst and will be in charge of producing the โTaking stock of gender equality in Europe and Central Asia 30 years after Beijing: The Gender Snapshotโ for the purpose of assessing the progress made so far to implement Beijing Declaration and Platform of Action, as well as SDGs and remaining gaps from the gender perspective in the region.
The scope of work for the assignment will include the following tasks:
Conceptualize and develop an annotated outline for the sub-regional snapshot report to ensure coherence of the overall product as well as its individual chapters, building on relevant UN Women guidance and sample publications.Coordinate and guide the work of the International data analyst to review the datasets, including those from the UN Global SDG Database and other global, regional, and national sources, as well as to understand key trends and areas of progress.Draft the main narrative of the gender snapshot, synthesizing the data analysis into a clear, well-structured storyline that highlights gender disparities, progress, and challenges related to Beijing +30 areas of concern and SDG targets.Collaborate with the Data Analyst to seamlessly incorporate visual elements such as graphs, tables, and key messages into the narrative, ensuring they enhance the overall message.Submit the first draft of the narrative to UN Women for review and feedback.Revise and refine the draft based on feedback, ensuring that both the narrative and visual elements are coherent, compelling, and aligned with the reportโs objectives.Provide support for visualization of key findings/data, and lay-out of the printable version of the report in collaboration with the Programme and Knowledge Management Consultant and ECARO programme and communication teams.Deliverable

Required Skills and Experience
