Work LocationHome-based Expected duration10 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia (ROWA) delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. Under the Enhanced Transparency Framework (ETF), Parties to the Paris Agreement are required to submit biennial transparency reports (BTR) every two years. The Government of Qatar is preparing its first BTR according to the modalities, procedures and guidelines (MPGs) for the ETF (annex to decision 18/CMA.1). The BTR includes information on national inventory reports (NIR), progress towards NDCs, policies and measures, climate change impacts and adaptation, levels of financial, technology development and transfer and capacity-building support, capacity-building needs and areas of improvement. The BTR Top-Up Focus for countries completing a national communication and a BUR extend the GHG inventory to cover additional years up to 2021 or 2022; expand reporting on mitigation actions to report NDC progress, expand existing adaptation reporting to address climate change adaptation as per Article 7 of the Paris Agreement, including reporting on loss and damage; and expand reporting on technology transfer and financial, technology, and capacity needs to address financial, technology, and capacity-building needs and support received as per Articles 9, 10, and 11 of the Paris Agreement. The objective of this consultancy is to prepare the chapter on climate change impacts and adaptation under Article 7 of the Paris Agreement within the Qatar BTR. In collaboration with the Ministry of Environment and Climate Change (MECC) of Qatar, its stakeholders, and UNEP ROWA, the International Consultant, the International Consultant will collect and analyze relevant information and data to collaborate in the development of the chapter on climate change impacts and adaptation. All work produced by the International Consultant will be technically reviewed by the Lead Technical Consultant before final submission to UNEP. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Action at UNEP ROWA, the International Consultant will carry-out, inter alia, the following duties and responsibilities: 1-Preparation of the loss and damage section for inclusion in BTR -Report information on national circumstances, institutional arrangements and legal frameworks related to loss and damage. -Compile and assess information related to averting, minimizing, and addressing loss and damage associated with climate change impacts. -Provide information on areas of improvement in relation to reporting. 2- Preparation of the climate change impacts and adaptation chapter for inclusion in BTR -Report information on national circumstances, institutional arrangements and legal frameworks related to adaptation. -Report on impacts, risks and vulnerabilities, as applicable. -Identify and report on adaptation priorities and barriers. -Document adaptation strategies, policies, plans, goals and actions to integrate adaptation into national policies and strategies. -Analyze and report on progress on the implementation of adaptation actions and processes. -Collect findings and undertake monitoring and evaluation for adaptation actions and processes (e.g. efficiency, effectiveness). -Compile information on cooperation, good practices, experience, and lessons learned in adaptation actions and processes. -Provide other information related to climate change impacts and adaptation under Article 7 of the Paris Agreement as needed. 3- Develop final reviewed chapter on adaptation and loss and damage to be included in BTR1 -Draft the chapter on climate change impacts and adaptation and circulate for peer review and comments. -Coordinate workshops and meetings. -Update chapter based on validation meeting and prepare the final draft for inclusion in the BTR1. Qualifications/special skillsPostgraduate degree in environmental sciences, climate change, public policy or another relevant subject is required Minimum 5 years’ experience in climate change, adaptation, loss and damage, environment, public policy, international development, or similar field is required. Understanding and knowledge of UNFCCC related processes, including institutional frameworks for multi-sectoral coordination in support of integrated approaches for development is desirable. Familiarity with the Qatar and regional climate change context is desirable. Experience in reviewing national and sectoral policies and plans is desirable. Ability to conduct research and work independently is desirable. LanguagesFluency in written and spoken English is required, proficiency in Arabic is desirable. Additional InformationNot available.
