Terms of Reference1. General Background

The UNHCR Representation in Venezuela is comprised of the Country Office in Caracas, two Field Offices located on the border with Colombia (San Cristobal and Maracaibo), as well as three Field Units, one in Caracas, the capital district; Carupano (Sucre) in the border with Trinidad and Tobago and Guyana; and Santa Elena de Uairen in the border with Brazil.

The operational context in Venezuela remains challenging, affecting both refugees and asylum seekers and the Venezuelan population in humanitarian crisis, including displaced persons, returnees, and people on-the-move. Since the first quarter of 2022, an increase in returns and a high need for protection has been observed.

All UNHCR workforce members must individually and collectively, contribute towards a working environment where each person feels safe, and empowered to perform their duties. 2. Purpose and Scope of Assignment

- Provide support to the Deputy Representative (Operations) and bridge between Cluster Coordinators and relevant Units (i.e. Programme, Protection, External Engagement).
- Contribute to the implementation at the technical level of the UNSDCF coordination strategy and empowerment of coordination mechanisms in line with the UNCT vision, strategy and guidance.
- Provide support to the UNSDCF coordination structures in the preparation of sector strategies, work plans, budgets and other planning documents.
- Support to optimize complementarity between UNSDCF, HRP, and UNHCR-specific activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among interagency working groups.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in UNHCRโ€™s contributions to UNSDCF working group activities.
- Coordinate, identify, process and elevate relevant topics/issues to the Deputy Representative (Operations), referring to UNHCR policy decisions and guidance, when needed.
- Coordinate quality, timely and effective support to the UNHCR and its engagement in UNSDCF working groups, ensuring at the same time that relevant markers (gender, nexus, peace) are part of the UNHCR contributions to working groupโ€™s agendas and work plans.
- Perform other related duties as required.

3. Monitoring and Progress Controls

The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he will directly report to the Deputy Representative. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.

The incumbent supports the inclusion of UNHCRโ€™S mandate, strategy, programme and work in the formulation, implementation, monitoring and evaluation of the UNSDCF in Venezuela, liaises with the Programme Unit and the Information Management Unit regarding indicators and the monitoring of Inter-Agency commitments and serves as UNHCRโ€™s technical focal point for Inter-Agency coordination fora and UNSDCF related working groups.

The incumbent will also reinforce UNHCRโ€™s internal coordination in Inter-Agency efforts in the developmental/cooperation and the humanitarian structures, enhance UNHCRโ€™s Leadership in Inter-Agency Working Groups and develop and maintain effective partnerships and alliances with different stakeholders.

A workplan will be prepared at the beginning of the contract between the incumbent and the supervisor to define key activities and project timelines to ensure an efficient delivery of expected outputs and products. Weekly meetings will be organized between the supervisor and the consultant to discuss advances, track progress, and discuss how to overcome potential challenges. Quarterly updates, and ad hoc updates as required, will be provided for Senior Management and Heads of Units/Offices.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

Bachelorโ€™s degree in International Law, Political Science, Social Science, International Relations, Communication or other related fields.

b. Work Experience

Essential
Knowledge of UNHCR and interagency policies, standards, and programmes and operations in operational context. Demonstrated coordination and inter-personal skills. Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.

Desirable
Solid experience in humanitarian or development coordination (including but not limited to interagency coordination) and/or project management is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills โ€“ with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset.

Inter-Agency Coordination Associate

Organizational Setting and Work Relationships
The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he normally reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.

Duties
- Provide support to the Senior Inter-Agency Coordination Officer (Inter-Sector Working Group and Sector Gender Focal Points Network Coordinator) and bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
- Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
- Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
- Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.

- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
- Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
- Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
