About this position

The Office of Institutional Integrity (OII) is currently looking for a highly motivated individual to lead its Quality Assurance and Litigation function. This position will be part of OIIโ€™s investigations team and will report to the Principal Specialist - Head of Investigations.

OII plays a key role in leading the IDB Groupโ€™s integrity efforts. The Office is responsible for investigating information in connection with Prohibited Practices (i.e., fraud, corruption, collusion, coercion, misappropriation, and obstruction of investigations) in IDB Group-financed activities, as well as conducting prevention activities designed to identify and manage the risk that prohibited practices or similar misconduct may occur in IDB Group-financed operations. Additionally, OII supports IDB Invest by overseeing compliance with its Integrity Framework and Integrity Due Diligence Procedures on a project-by-project basis. Furthermore, OII serves as the IDBโ€™s AML/CFT compliance office and serves as an advisory resource in the management of the IDB Groupโ€™s AML/CFT risks.

What youโ€™ll do:

Lead the design and implementation of OIIยดs Quality Assurance and Litigation function, playing a critical role in the IDB Groupโ€™s investigations and sanctions process. Assure the implementation of best practices in OIIโ€™s investigative activities, as well as the highest standards in all written products, while ensuring that the products submitted, and representations made before the Sanctions System, are accurate and impactful. Engage with investigators in a timely and effective manner to provide input and assure the highest quality in OIIโ€™s Statements of Charges and Evidence, Replies to Appeals, and other relevant documents, including a thorough review of the substantiation of the case in accordance with the required evidentiary standard and of the accuracy, clarity, and completeness of charges and arguments. Provide strategic leadership and direction on OIIยดs delivery of key processes related to litigation within the Sanctions System, including but not limited to:
drafting and editing of litigation-quality documents; preparing and representing the IDB Group at Sanctions Committee hearings; liaising with other OII and IDB Group units to resolve policy issues in relation to the sanctions process. Build knowledge among the investigation and prevention teams by sharing findings and lessons learned from submissions to and decisions issued by the Sanctions System, Lead activities that require deep understanding of policies and procedures and build technical expertise within the investigation team on case precedents, consistent interpretation of policies, and implementation of best practices. Carry out an effective approach to the strategy for the litigation of OIIโ€™s cases within the Sanctions System, innovating where warranted to achieve positive results. Represent OII in high-stakes hearings before the Sanctions Committee when a case decision is appealed. Liaise with peer quality assurance specialists and litigators at other MDB integrity offices and act as a technical point of contact representing OII. Liaise with peer institutions to exchange best practices on how to better substantiate cases of Prohibited Practices and effectively identify areas of collaboration, including coordination of Cross-debarment-related matters, internally and with the institutions that are parties to the Cross-debarment Agreement. Contribute to creating mechanisms and know-how to foster integrity, ethical behavior, transparency, risk management, accountability, and robust internal controls leading the Quality Assurance and Litigation function. Design and deliver capacity-building activities relating to Quality Assurance and Litigation, and/or integrity and the Sanctions System more generally. Supervise and provide feedback and guidance to other staff and consultants on the investigations team who are working on Quality Assurance to optimize performance and achieve high-quality results and outcomes.

What you'll need:

Education: Mastersโ€™ degree (or equivalent advanced degree) in law, criminal justice, criminology, or other fields relevant to the responsibilities of the role. Experience: At least 6 years of substantially relevant experience in areas such as investigations, complex litigation, anti-fraud, or anti-corruption strategies. Experience in the investigation and litigation of cases involving fraud, corruption, and other Prohibited Practices is particularly relevant. The ideal candidate will have knowledge of and experience with international organizations or multilateral development banks. Excellent skills in analyzing evidentiary substantiation; clear and convincing drafting; effective oral and written argumentation; and research and analysis of policy and precedent. Languages: Proficiency, spoken and written, in Spanish and English is required. Additional knowledge of French and/or Portuguese is a plus.
