Chemonics seeks an Infrastructure Manager for the anticipated USAID-funded Furthering Health Reform and Recovery in Ukraine Activity (FHR). The primary purpose of this project is to establish a transparent, accountable and effective health system that optimizes the use of scarce resources and is capable of providing equitable access to quality services and expanding universal health coverage to meet the new and emerging health needs of Ukrainians during and following the war to expedite economic recovery of the country.

Responsibilities include:

  • Support the activity in meeting its goals and objectives by designing and managing the architect and engineering (A&E) and construction activities in a timely manner
  • Support in the development of a construction implementation plan and ensure that all construction activities are conducted in an organized and appropriate way in accordance with the plan
  • Identify and monitor subcontractors to provide minor renovation and improvements and/or rehabilitation of critical healthcare facilities based on the Ukrainian Governmentโ€™s Health Development and Recovery Strategy for the period until 2030
  • Provide expert guidance to the chief of party and oversight to construction subcontractors, ensuring alignment with local laws and regulations

Qualifications:

  • A Bachelorโ€™s Degree in civil engineering;
  • A valid Professional Engineer license from the United States or an equivalent license from Canada, the United Kingdom, Australia, or New Zealand.
  • At least 7 yearsโ€™ experience in small scale infrastructure development
  • At least 5 yearsโ€™ experience in context-appropriate infrastructure design, management and oversight of the related procurements and services
  • Minimum of 3 years of experience working on donor-funded projects; experience with USAID preferred
  • Excellent knowledge of written and spoken English including oral presentation skills.
  • Fluency in Ukrainian preferred
