Standard Job DescriptionInformation Management Associate Organizational Setting and Work Relationships The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information. The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCRยฟs implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets. - Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data. - Collect, collate and process information and perform data quality and consistency control. - Produce summary statistics. - Support the coordination of data collection teams. - Support and leverage geographic data for map production and use in geographic information systems (GIS). - Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies. - Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration. - Liaise with partners and represent UNHCR in meetings related to the functions. - Make recommendations and provide advice on the technical information management requirements. - Perform other related duties as required. Desired Candidate ProfileThe United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate the protection of refugees, asylum seekers and other categories of people such as stateless and internally displaced persons, depending on the area of operations. In the Russian Federation, there is a small office operating in the country, which has traditionally covered legal issues on asylum and support to the Russian government with the implementation of the 1951 Refugee Convention. Due to the mass influx of Ukrainian refugees during 2022, UNHCR operation has faced a shift of its activities in the country.

From February to October 2022, 2,852,395 refugees from Donetsk, Luhansk and other parts of Ukraine arrived in Russia as reported by EMERCOM. In particular, the Ukrainian refugee situation has seen the displacement of large numbers of women, children, and other persons of concern with specific needs, being of concern to UNHCR in the Russian Federation. Furthermore, the scope of operations has expanded to cover activities in other regions of the country and with more coordination with new governmental partners, leading to an expansion of protection activities by UNHCRโ€™s partners. UNHCR itself has increased the number of field missions to visit Temporary Accommodation Points, childcare institutions, where Ukrainian refugees are hosted, as well as conducting participatory assessments with refugee communities, all the above to obtain information about refugees living within the Russian Federation, to evaluate needs, and to develop response and solutions to ongoing protection issues. There is therefore an accumulation of information/data that needs further processing, to reflect both the full situation of 2022 and the current activities for 2023.

To address the challenges posed by such context, UNHCR Country Office Moscow is seeking an Information Management Associate (Data Management). The new staff member will help identify crucial and timely information for programming, planning, reporting (improve data collection tools/methods). The core areas of work will be:
- data collection and analysis,
- familiarization with current tools, as well as proposal of new tools to manage information in an optimized way.

While the main purpose is to operate within the office of UNHCR, there is also a need for familiarization with the operations of partner organizations, their reporting tools and information management of their products. The IMO would also aid partners in:
- following modifications on reporting,
- monitor, process, and assist in analysing the updated information on the implementation of partner activities, to comply with reports requested by the Bureau of Europe.

The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information. For this purpose, the person to execute these tasks should be able to proactively identify/improve existing data collection tools and management system that can ensure reliable and timely information. The Information Management Associate will work extensively with Excel, Activity Info and Kobo tools. He or she will be responsible for the production and reports, tables and any other document based on UNHCRโ€™s own implementing figures as well as partnersโ€™ inputs. The incumbent will be supervised by the External Relations head of Unit and will receive guidance and regular instructions. The holder may require coordinating with other internal or external entities to ensure the effective delivery of his or her objectives.
