Terms of ReferenceOPERATIONAL CONTEXT
Under the overall supervision of the Head of the Information Management and Analysis of the Global Protection Cluster (GPC); the Information Management Officer will provide information management support to the Global Protection Cluster, specifically aimed at increasing the effectiveness of the cluster's response and providing support to country Protection clusters, and workstreams part of the Information and Analysis Working Group (IAWG).
Timely and accurate information is critical to successful coordination of humanitarian action. The Information Management Officer is responsible for assisting in the production and dissemination of information within the Global Protection Cluster to facilitate delivery and monitoring of assistance, undertake gap analysis and determine priorities.
The Information Management Officer operationalizes data standards developed at global or country level, trains cluster partners as needed and compiles data and analyses information relevant to the Global Protection Cluster. S/he also supports the cluster coordination team and cluster partners on an hoc basis, such as supporting the choosing of indicators, analysis, and visualization.
AIM OF THE MISSION
This deployment is exceptionally critical to Global Protection Cluster. The aim of the mission is to provide technical support to the Global Protection Cluster's workstreams as well as remote technical advice and support in the analysis of data/information needs of country clusters. The selected candidate will work closely with The Global Protection Cluster, IAWG, and Protection duster and / or AoRs coordinators/ IMOs at the field level, to ensure Protection needs and response analysis are supported by credible data/information.
MISSION OBJECTIVES
- Technical support to GPC initiatives, including providing support to country Protection clusters where there is capacity or needs gap.
- Identify relevant information requirements of IAWG and encourage information sharing among all stakeholders.
- Support the GPC in the analysis of processed data and information and perform data quality and consistency control.
- Train cluster partners on the use of cluster information management products as needed and support on the Humanitarian Programme Cycle (HPC).
RESPONSIBILITIES
Under the supervision of Global Protection Cluster Information Management Officer, the Information Management Officer will:
- Structure and collate the primary/ secondary data collected for the GPC, to ensure it is correct, consistent, and usable.
- Assist in the implementation / operationalization of the GPC cluster strategy. Train cluster partners and other key partners on data collection, data analysis, data visualization and protection of sensitive data as needed.
- Regularly engage and represent the GPC in the IAWG, feeding back to the cluster coordination team as relevant.
- Provide HPC support to protection clusters in the field.
- Performs other duties as required.
PROFILE
Experience
• A minimum of five years of progressively responsible experience in information management, data management and data visualization is required.
• Experience working and providing support on HNO and HRP and well versed with HPC guidance.
Essential requirements
• Support analysis of data and statistics including, summary tables, trends analysis, infographics and data visualization.
• Expert level knowledge of data processing and managing qualitative and quantitative data using appropriate data analysis structure, methods and tools such as MS Excel or R .
