Terms of ReferencePurpose of project (summary):
The contractor will support the UNHCR Office in Estonia in assessing the existing referral pathways for forcibly displaced and stateless people victims of GBV, including SEA in Estonia. This includes mapping the social support services and assessment of the existing referral mechanisms, identifying shortcomings and/ or gaps with access to the available services, and developing recommendations for enhancing access, service delivery, and efficiency of referral mechanisms.
Required/mandatory competencies:
Educational Background:
Degree (Masterโs or PhD) in Social Sciences, Public Health, Gender Studies, Law, Human Rights, International Relations, or a related field.
Professional Experience:
Minimum of 5 years of experience in conducting research and evaluations in the field of Gender-Based Violence (GBV)/SEA, refugee protection, human rights, or related areas.
Experience of conducting similar studies, particularly in the context of forcibly displaced and stateless population.
Technical Skills:
Strong qualitative and quantitative research skills, including data collection, analysis, and reporting.
Proficiency in conducting field studies, interviews, and focus group discussions.
Knowledge and Expertise:
Good understanding of GBV, including SEA issues, particularly in the refugee context.
Knowledge of the legal and policy frameworks related to GBV/SEA and refugee protection in Estonia and the European Union.
Interpersonal Skills:
Strong communication and presentation skills, with the ability to engage effectively with diverse stakeholders, including government officials, NGOs, and affected communities.
Ability to work independently.
Cultural sensitivity and ability to work in diverse environments.
Other Requirements:
Demonstrated ability to produce high-quality reports and recommendations.
Demonstrated ability of delivering assignments within agreed timelines.

Educational Background:
Additional certifications or training related to GBV/SEA, refugee protection, or research methodologies.
Knowledge and Expertise:
Knowledge of local contexts and specific challenges faced by forcibly displaced and stateless persons in Estonia.
Minimum years of work experience (NOTE: candidates with less years of experience cannot be short-listed or recommended): 5 years.
Language: Required: Estonian, English, knowledge of Russian is an asset
General Background:
Gender-Based Violence (GBV) refers to any harmful action imposed on an individual against their will, rooted in societal gender differences between males and females. It encompasses acts that cause physical, sexual, mental, and economic harm or distress; threats of such actions; coercion; and restrictions on freedom, whether these occur in public or private settings.
Forcibly displaced and stateless people might face barriers when it comes to navigating and getting access to the national social protection services, including the GBV victim support services. GBV programming (i.e., prevention and response) and risk mitigation across all sectors is lifesaving and an institutional priority for UNHCR. UNHCR works together with forcibly displaced and stateless persons, partners, governments, and communities to address GBV and to implement quality programming to prevent, mitigate and respond. The provision of multi-sectoral services and assistance to all survivors of GBV contributes to ensuring peopleโs safety, improving physical, mental, sexual, and reproductive health, and facilitating access to justice. Thus, to ensure that all survivors (based on their consent) have safe and meaningful access to adequate, timely, and quality specialized GBV services, which meet their specific needs and support long-term recovery and reintegration, it is essential to have robust case management and effective referral pathways. Assistance and support shall be provided in a manner that is victim-centered, rights-based, age (best interests of the child), disability, and gender sensitive, non-discriminatory, and culturally appropriate.
Estonia has become a host country for more than 109,000 refugees, asylum-seekers, and stateless persons. Although the GBV victim support services are available to everyone in Estonia, including forcibly displaced and stateless persons, the accessibility and availability of these services for these groups have not been assessed yet.
