Terms of ReferencePurpose of project: To enable and inspire better lives and opportunities for people forced to flee through sport, in the process contributing to the objectives of both the UNHCR Sport Strategy and UNHCR country operation multi-year plans.

The consultancy includes missions to each of the countries listed above. The consultant may be asked to travel to Geneva, Switzerland up to four times over the course of the two-year consultancy. Other travel may be requested in consultation with the selected candidate.

GENERAL BACKGROUND OF THE ASSIGNMENT:
In 2022, UNHCR, the UN Refugee Agency, launched its first Global Sport Strategy, More than a Game. The strategy outlines how, through working with the sport eco-system, UNHCR can improve lives and opportunities for the people that the organization serves. As part of the roll-out of this strategy, UNHCR is developing new partnerships with the sport industry and beyond to increase humanitarian assistance and provide safe, organized Sport for Protection activities. To this end, UNHCR is rolling-out multi-year sport for protection initiatives in select UNHCR sport strategy priority countries. The dual investment in humanitarian assistance and sport and play based programmes aims to ensure better outcomes for displaced and host communities supporting them to better thrive, not just survive.

In the context of a new multiyear sport partnership, UNHCR is seeking to understand the positive role that golf could play in improving the wellbeing and opportunities for people forced to flee. Informed by a stakeholder mapping of the golf ecosystem, a dedicated resource on golf and golf-inspired activities in displacement settings will be developed and rolled out in project locations.

PURPOSE AND SCOPE OF ASSIGNMENT:
The technical consultant will be asked to develop specific pieces of work that will contribute to the implementation of Golf for protection projects in 6 (six) country locations. The activities that the consultant will carry out are related to three work streams:

1. Development of a golf stakeholder mapping
- In collaboration with relevant partners and stakeholders, conduct a global and country level stakeholder mapping to support the implementation of golf for protection programming and to identify the barriers and opportunities to promoting the improved wellbeing of people forced to flee in and through golf. This will include a stakeholder mapping mission to one of the project country locations.

2. Development of a Golf for Protection toolkit
- Conduct current situation analysis, including a review of existing research and resources across different sports and within golf, and expert consultations/key informant interviews to identify the opportunity for golf and golf inspired games to be integrated in protection informed approaches in supporting those forced to flee.
- Design and roll out context and age-appropriate golf and golf inspired games for different displacement contexts.
- The development of the curriculum/ golf for protection toolkit should be informed by the above points and be coordinated with relevant partners and stakeholders. The toolkit should include adaptation guidelines for a variety of situations, including geography, beneficiaries, resource availability, infrastructure, and displacement context.

3. Piloting and roll-out
- Identify the material and human resources and training needed to roll out golf and golf inspired games within sport for protection programming across the project's country locations.
- Pilot golf and golf-inspired activities in project locations and support the roll-out of the golf for protection toolkit at the programme level.
- Provide backstopping support to country operations on technical questions related to the golf for protection toolkit.

The consultant will be required to produce key deliverables according to the timeline outlined in the below work plan.

Year 1: April 2025 โ€“ February 2026
1. Situation analysis and desk study (10-15 pages): Deliverable date - 31 April 2025
The consultant will conduct a review of existing research, toolkits, playbooks and other resources and information across different sports that are currently being used in refugee/humanitarian contexts to understand the way that sports are being developed and utilized to benefit displaced and stateless people.
The consultant will then examine the game of golf to understand where golf if being used to achieve social outcomes and identify the unique elements and opportunities that exist within golf, golf and golf inspired activities to be integrated in sport for protection activities for displaced and host communities. The eventual goal of a dedicated playbook/toolkit based on the game of golf should be kept in mind.
2. KIIs Report (5-10 pages): Deliverable date - 30 May 2025
The consultant will conduct expert consultations/ key informant interviews to contribute to the understanding of the opportunities for golf and golf inspired games to be integrated into sport for protection activities in supporting those forced to flee.
3. Global Stakeholder mapping (5 pages maximum doc and PP): Deliverable date - 31 June 2025
Conduct a global stakeholder mapping to better understand the golf ecosystem with the aim of supporting the implementation of golf for protection programming and to identify the barriers and opportunities to promoting the improved wellbeing of people forced to flee in and through golf.
4. Golf for protection toolkit/playbook โ€“ First complete draft (30-40 pages): Deliverable Date - 31 December 2025
Develop context and age-appropriate golf and golf inspired activities for different displacement situations. The development of the golf for protection toolkit should be informed by the initial resources developed and be coordinated with relevant partners and stakeholders. The toolkit should include adaptation guidelines for a variety of situations, including geography, beneficiaries, resource availability, infrastructure, and displacement context.
The consultant is expected to submit an initial draft of the toolkit/playbook ahead of the annual partnership meeting in October 2025 (dates and place tbd), and to lead or co-lead a session at the workshop on content development.

6. Golf for protection toolkit/playbook โ€“ Final draft: Deliverable Date - 28th February 2027

Carry out four missions (5 days plus travel max) to understand local context, sport for protection programming, operational context, barriers, opportunities and golf ecosystem within country locations, and pilot toolkit activities.

Carry out up to two missions to Geneva (3 days plus travel max) for key project milestones including the annual project planning workshop.

CANDIDATE MINIMUM REQUIREMENTS:
Degree - Required, Master's degree in a related field of study
Field of expertise, competencies: Sport for Development and Peace
Required/mandatory:
โ€ข Experience developing project tools, guides and resources in sport for development and peace
โ€ข Experience in preparing educational documents and presentations.
โ€ข Experience working for an international organization or multicultural environment.
โ€ข Strong written and verbal communication skills, with the ability to effectively convey and adapt messages to diverse audiences.
โ€ข Detail oriented
โ€ข Ability to work flexibly and manage multiple tasks and deadlines.
โ€ข Proficiency in Microsoft Office Suite and Microsoft 365, including PowerPoint and SharePoint.

Desirable:
โ€ข Experience in the UN system is a considerable advantage.

TECHNICAL AND FINANCIAL OFFER:
Candidates are requested to submit a technical and financial offer including the details outlined below. The selected consultant can subcontract individuals to assist them with the assignment. The quality of work will be the sole responsibility of the consultant contracted by UNHCR. The consultant should provide UNHCR with the CVs of personnel assigned to work with them. UNHCR will accept/reject any proposed subcontractor.

A financial offer that provides your daily rate, an estimated number of days to perform the deliverables according to the timeline outlined above and an overall budget which excludes travel costs and DSA.

EVALUATION, MONITORING, SUPERVISION
The selected candidate will report to UNHCRโ€™s Sport Coordination Team in the Partnership and Coordination Service (PCS) in the Division of External Relations (DER), Geneva, Switzerland. Specifically, they will report to the head of the Sport Coordination Unit who will monitor progress towards the deliverables and timeline outlined in the work plan.
