Background:

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and rule of law.

In June 2020 ODIHR launched the project ““Promoting a Human Rights Compliant and Gender Responsive Security Sector” in order to support OSCE participating States (pSs) in strengthening security sector governance and reform that is gender mainstreamed, protects human rights and fundamental freedoms and enables effective responses to security threats and challenges.

Through capacity building, policy advice, the exchange of good practices and facilitation of dialogue undertaken through the project ODIHR helps security stakeholders to ensure more human rights compliant and gender sensitive provision of security; respond to current and emerging transnational security challenges, including trafficking in human beings and terrorism, in a human rights-compliant and gender sensitive way; and ensure security, including of marginalized groups such as Roma and Sinti, by respecting and promoting human rights and fundamental freedoms, such as freedom of peaceful assembly and freedom of religion or belief. The project's geographic scope is OSCE-wide, prioritizing pSs where ODIHR's engagement has added value and impact.

Based in human dimension commitments, this project of ODIHR is structured around three mutually-supporting mid-term outcomes:

Mid-term Outcome 1 Security sector policies, practices and oversight contribute to more human rights compliant and gender sensitive provision of security Mid-term Outcome 2 Security stakeholders in OSCE pSs are better able to respond to current and emerging transnational security challenges in relation to terrorism and THB in a human rights-compliant and gender sensitive way. Mid-term Outcome 3. Security stakeholders in OSCE pSs ensure security, including of marginalized groups such as Roma and Sinti, by respecting, promoting, and advancing human rights and fundamental freedoms, including freedom of peaceful assembly and freedom of religion or belief.

Objective of Assignment:

ODIHR is seeking an experienced consultant (hereafter ‘evaluator’) to undertake an objective and independent final evaluation of the anti-trafficking component within the project “Promoting a Human Rights Compliant and Gender Responsive Security Sector”. The evaluation will take place between June 2023 and September 2023.

The evaluation will be focused on the anti-trafficking work undertaken as part of Mid-term Outcome 2 within the project.

The aim of the final evaluation is to: a) assess the emerging impact and success of the project relating to anti-trafficking; b) assess the relevance, added value and coherence of the projects anti-trafficking related work; and c) identify lessons learned and good practices that can inform future activities of the anti-trafficking work at ODIHR. The evaluation will seek to understand whether the design is optimally linked to achieving the intended objectives, taking into account external factors that are contributing to or are constraining the delivery of outcomes.

The final evaluation will include all relevant activities undertaken between June 2020 and May 2023.

Methodology:

The final evaluation will, albeit focused on a subset of criteria as indicated above, be based on the six Development Assistance Criteria (DAC) as laid out in the DAC Principles for evaluation of Development Assistance (relevance, effectiveness, efficiency, impact, sustainability, and coherence) , and one adapted evaluation criteria of added value. The final evaluation will take into account the nature of OSCE commitments, the three-dimensional approach of the organization and the mandates of different institutions within the OSCE as well as the administrative context in which ODIHR operates.

The focus of the final evaluation will be on the project beneficiaries, i.e. groups or entities with whom ODIHR has interacted under the auspices of the project implementation directly or indirectly and whom it can be anticipated that the project implementation has been able to influence.

A detailed final evaluation design will be developed by the evaluator and should make use of a mix of quantitative and qualitative data collection tools: desk review, surveys, questionnaires and interviews, as well as review of other documentation such as financial information.

Deliverables:

The evaluator should submit the following deliverables:

Deliverable 1: Detailed evaluation plan:

Following the introductory phase, the evaluator will draft specific evaluation questions, which will be agreed with the ODIHR’s Head of Human Rights Department and Project Co-ordination Unit (PCU). The plan should also include a proposed timeframe and work plan for the conduct of the mid-term evaluation.

Deliverable 2: Presentation of the emerging finding from the field and data collection phase.

Deliverable 3: Final Evaluation Report with the following:

Executive summary that provides a clear, concise presentation of the evaluation’s main conclusions, key recommendations and salient issues identified; Description of the methodology used; Responses to the mid-term evaluation questions (observations, findings, conclusions and recommendations); Analysis of lessons learned and good practices, including specific recommendations to ODIHR.

Necessary Qualifications:

Advanced university degree (Master’s degree or equivalent) in law, political science, social science, international relations, international development, peace and conflict, human rights, or other relevant disciplines. Extensive experience (minimum 10 years) of designing/implementing and conducting evaluations, in particular of projects implemented at the international level. Knowledge of the thematic area of trafficking in human being and previous experience in conducting evaluations within this thematic area is desirable. Comprehensive understanding of gender mainstreaming in projects and experience in applying gender mainstreaming in evaluation methodology. Professional knowledge of English. Ability and professional experience of inter-cultural environments and professional conduct with significant political tact. Experience with the OSCE would be an advantage.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
